Description
Response Date: July 2, 3:00pm EST. In accordance with FAR 13.106-1(b)(1), the U.S. Environmental Protection Agency (EPA) Office of Research and Development and EPA?s National Exposure Research Lab Ecosystems Research Division intends to award a sole source fixed-price purchase order to Teledyne/ISCO to purchase replacement parts as well as a software upgrade to existing ISCO portable water samplers. Due to proprietary reasons, the parts requested will not fit or operate correctly when installed on the existing equipment if purchased from another manufacturer as these parts are designed by Teledyne/ISCO specifically for samplers made by Teledyne/ISCO. Since ERD already has an old version of the software SN: 199A01288 (proprietary to Teledyne/ISCO equipment) needed to download data from the samplers, the manufacturer is allowing a cost savings of $1200.00 for the new software version. Using existing equipment is a significant cost savings to the government. It is estimated that the total replacement of the samplers in question would be more than double the amount requested for upgrading the existing samplers in question. Additionally, other accessories (ie: bottles, bottle configurations already on hand) can still be used, resulting in an even greater savings to the government. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within five (5) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
