Description
STATEMENT OF WORK A.GENERAL INFORMATION 1. Title of Project: Medical Review Officer (MRO) Newsletters 2. Scope of Work: Contractor will deliver, via postal mail service, periodic newsletter publications (10-12 issues per 12 month period), which contain comprehensive information pertinent for MROs and other health providers of workplace drug/alcohol testing services. 3. Background: VA workplace drug testing programs have been set-up to comply with the Department of Health And Human Services Substance Abuse and Mental Health Services Administration, Mandatory Guidelines for Federal Workplace Drug Testing Programs, effective May 10, 2010 (Federal Register, Vol. 73, No. 228, November 25, 2008). A key component to the program is certified MROs are licensed physicians who are qualified to evaluate laboratory drug test results within federally mandated/non-mandated workplace drug testing programs. As a "gatekeeper", the MRO protects the donor from a false accusation of illicit drug use when there is an alternate medical explanation for the laboratory result. The certified MRO also works with policies and regulatory issues, as well as providing related services, such as drug test collections, breath alcohol testing services, coordination of laboratory services, laboratory performance testing, and preparation of summary reports for employers. A newsletter will enable MROs to remain current with new guidelines, testing protocols, legal updates and other changes in the field. 4. Performance Period: The contractor shall complete the work required under this SOW in 365 calendar days or less from date of award, unless otherwise directed by the Contracting Officer (CO). If the contractor proposes an earlier completion date, and the Government accepts the contractor's proposal, the contractor's proposed completion date shall prevail. The work shall begin within 30 calendar days of award, unless otherwise specified. 5. Type of Contract: Firm-Fixed-Price Service Contract B. CONTRACT AWARD MEETING CO has waived a contract award meeting. C. GENERAL REQUIREMENTS MRO newsletter subscriptions are required to be mailed via postal service to 152 VA Medical Center-assigned MROs around the United States, at least 10-12 newsletter issues per 12-month calendar period. MRO newsletter topics should include, but are not limited to: split specimen procedures and alternative specimen tests; direct observation and privacy issues; prescription drug abuse and illicit drug use; state and federal (DOT, SAMHSA, FHWA, FTA, etc.) regulations; courtroom updates; a timely question-and-answer area; and information on upcoming MRO course offerings and examinations. Mailing price of MRO newsletter subscriptions will be included in the subscription cost. E. CHANGES TO STATEMENT OF WORK Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor.
