Description
PLEASE NOTE: CLASSIFICATION AND NAICS CODE CHANGED. THIS WILL NOW BE A SUPPLY PROCUREMENT AND NOT A SERVICE. SYNOPSIS Arnold Engineering Development Center (AEDC), Arnold AFB, Tennessee has a requirement to transport a York M-Series Turbo Master 355 compressor from Arnold Engineering Development Complex (AEDC), Arnold AFB, TN, to ISO certified contractor facility, disassemble, clean, and inspect the compressor. Contractor shall replace bearings, rotor bearings, and shaft seals, and assess and report general condition of compressor. Contractor shall reassemble, evacuate, pressurize, and return compressor to the original OEM performance standards, i.e. "like new" performance condition to AEDC. The Government may choose to award mutually agreed upon Over and Above work. This requirement will consist of a Base Bid and Option I. The period of performance is up to 150 days after award of contract. The solicitation will be issued in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. This action will be full and open. The applicable North American Industry Classification System (NAICS) code is 238220 with a business size standard of $14,000,000. The contract will be awarded utilizing the tradeoff source selection process. Please review the solicitation and attachments for all source selection information. The government intends to award a firm-fixed-price contract. Requests for Proposals (RFP) will be available electronically on the Federal Business Opportunities (FBO) web page at http://www.fbo.gov on or about 31 July 2012. Proposal due date will be on or about 16 Aug 2012. No hardcopies, faxes, or emails will be available. Please register as a source to be notified of RFP Amendments, etc. However, it is the responsibility of the contractors (even those registered as a source) to check the FBO website frequently to ensure they have all available information. Any prospective contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Information concerning CCR registered requirements may be viewed via the Internet at http://www.bpn.gov/ccr/ or by calling the CCR Registration Center at 1-866-606-8220. All responsible sources may submit a proposal which shall be considered by the agency. AFFARS 5352.201-9101 Ombudsman (Apr 2010) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM or AFISRA ombudsmen, Mr. Michael Covington, Executive Director, 100 Kindel Drive, Suite A327, Arnold AFB, TN 37389, Telephone 931-454-6505, facsimile 931-454-6415, e-mail michael.covington@arnold.af.mil. (d) The ombudsman has no authority to render a decision that binds the agency.
