Description

The National Park Service, Channel Islands National Park, Ventura, California has a requirement for the removal of up to 1,800 blue and red river gum eucalyptus trees on 23 acres of Santa Cruz Island (SCI). SCI is one of five islands which comprise Channel Islands National Park and is located approximately 25 miles off the coast of Ventura, California. The Contractor shall provide all labor, supervision, materials, equipment, and expertise to perform the removal of trees, site rehabilitation, clean-up, and demobilization. Project work includes, but is not limited to mobilization, felling of trees, disposal of downed wood and slash in an air curtain burner, tree stumps will be flush-cut and the outer growing tree ring will be treated with Garlon 4 herbicide, site rehabilitation, clean up and demobilization. Tree removal will take place in an environmentally sensitive area and care must be taken to protect existing native oak trees and other sensitive natural and cultural resources. The project is expected to take between 90 - 120 days, with an anticipated start date on or about November 1, 2012. All work will be performed under a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price (previous experience, past performance, key personnel, etc.) The Request for Proposal (RFP) will be available via electronic commerce only and may be accessed on/about July 13, 2012 at either http://www.fbo.gov or directly through the DOI National Business Center website at http://ideasec.nbc.gov. The due date for receipt of proposals will be not later than 30 days after the date of issuance of the RFP. The prospective offeror is responsible to periodically check these websites for any amendments that may be issued prior to the closing date of the RFP. This acquisition is set-aside exclusively for Service Disabled Veteran Owned Small Businesses (SDVOSB.) The NAICS code is 561730; the small business size standard is $7 million or less in average annual gross receipts for the past three years.
