- The purpose of Amendment 1 for solicitation # HC1047-12-R-4003 is to revise the proposal due date to July 24, 2012. Please see attached Amendment 0001 for details. MNIS Mission The MNIS mission is to provide an information sharing environment enabling commanders to rapidly and effectively share and consume information from US coalition partners and Mission Partners operating across the strategic, operational, and tactical continuum, to include potential federal, state, local, and tribal mission partners. This concept integrates joint force actions with agencies, non-governmental organizations, first responders, and private volunteer organizations within the U.S. as well as in a multinational environment, whether the U.S. is leading the operation or participating as a mission partner. The portfolio of projects accomplishes this through managing two of DoD's prominent information sharing networks, CENTRIXS and Pegasus ICI (Griffin), and by running a robust Combined Federated Battle Logistics Network (CFBLNet) as the coalition information sharing trials and assessments "sandbox" for evaluating new information sharing capabilities and products. Common Mission Network Transport (CMNT) will establish efficiencies throughout the CENTRIXS network topology to enable improved management and capabilities for information sharing. The emerging capability, Unclassified Information Sharing Service (UISS), will establish a DoD-wide enterprise unclassified information sharing capability for users worldwide. MNIS Description:. CENTRIXS provides multiple communities of interest to enable US, US Coalition Partners and MPs to share information securely and rapidly. CENTRIXS allows for the secure sharing operational/intelligence information in COIs.. CMNT - is intended to separate the CENTRIXS network from the SIPRNET to provide several enhancements such as the ability to monitor the network for security/availability, the ability to manage the bandwidth of individual CENTRIXS communities of interest and the ability to conduct maintenance on SIPRNET without affecting CENTRIXS services.. Pegasus ICI (Griffin) provides the ability to connect National-to-National Command and Control (C2) systems for sharing and coordinating among a select group of Allies (commonly referred to as "Five Eyes" - US, UK, Canada, Australia, and New Zealand. Pegasus ICI (Griffin) currently provides email with attachments and Common Operational Picture sharing (tailored).. CFBLNet provides a year-round network for R&D at a Combined Secret Releasable accreditation level to meet the requirements for a secure test environment to support coalition research, development, testing and ongoing capabilities assessment.. UISS - provides an efficient, effective, enterprise-level solutions that allows Combatant Commands to share unclassified information with other U.S. Government (USG) agencies, host nations (HNs), intergovernmental organizations (IGOs), nongovernmental organizations, and other non traditional partners. The Combined Enterprise Regional Information Exchange System (CENTRIXS) is an umbrella term used to describe a set of independent and discrete networks or products that are separated by Communities of Interest (COI). CENTRIXS is the US global, secure, information system to support multinational operations with shared, combined command, control and intelligence information up to the SECRET Releasable (REL) level. CENTRIXS is installed in partner nation countries and their military forces after they establish their specific requirements and relate the requirements with the supporting U.S. Combatant Commands (COCOM). The basic mission of CENTRIXS is to support the secure sharing and exchanging of intelligence and operational information through reliable communications connectivity, data manipulation, and automated processes. CENTRIXS networks provide COCOM commanders with enterprise services. The standard CENTRIXS architecture consists of servers, applications and encryption systems to form an IP-based network. There are approximately over 90 such networks. The MNIS PMO currently has shared Operations and Maintenance (O&M) responsibility for some of these networks with COCOMs. Current MNIS PMO and vendor services for CENTRIXS support is through an existing contract. This PWS will address FTE support for such work. Most of the MNIS portfolio's operational capabilities are currently or will be operated at DISA Defense Enterprise Computing Centers (DECC). The Contractor under this requirement shall provide Tier FTE engineering and operations support in the Continental United States (CONUS), and may travel to several different Outside Continental United States (OCONUS) locations further detailed below. At the time of contract award, the Contractor must be capable of providing U.S. personnel currently exempt from foreign tax status as defined under the current Status of Forces Agreement (SOFA) / Technical Expert Support Agreement (TESA) or other applicable foreign regulations (as determined by the governments of those countries within which the contractor shall be residing under this contract). The Government will aid the Contractor in facilitating this process. It is expected that the Contractor will be able to provide 80% of proposed FTE support no later than thirty days post award, and 100% of the FTE support no later than sixty days post award. The MNIS PMO is interested in an effective proposed staffing approach from the Contractor that can express an efficient staffing plan to meet the needs of the Government. Historically, there have been 40 FTEs supporting such work within the U.S. and at various COCOM (customer) locations around the world including JCMO (Tampa, FL), EUCOM (Stuttgart, Germany), PACOM (Oahu, Hawaii), AFRICOM (HQ, Stuttgart), CENTCOM (Tampa, FL, Kuwait, and Bahrain) STRATCOM (Tampa, FL, Suffolk, VA),SOUTHCOM (Miami, FL), NORTHCOM (Colorado Spring, CO), and Alexandria, VA. The scope of this requirement is to provide On-Site, MNIS network engineering capability support for a wide range of program management, technical, research and development, procurement and operations/maintenance services to support the operational and strategic use of MNIS capabilities. These objectives include:. Providing operational users support and training of MNIS capabilities; answering their questions and making recommendations on meeting operational objectives with MNIS capabilties.. Supporting integration and testing events and efforts from customer sites as required by the MNIS project office. This may include some installation and configuration activity on MNIS assets.. Assisting MNIS technical teams on deployment of MNIS capabilities at mission partner locations. This may include network infrastructure and enterprise services and other MNIS portfolio capabilities as required.. Assisting customers with Information Management and facilitation of data inputs in a standardized fashion on MNIS capabilities.. Assisting MNIS PMO in obtaining customer feedback and input on MNIS capabilities. This feedback may be used to help MNIS adjust to changing environments and correcting deficiencies in MNIS capability.
