Description
U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State Virginia City Reston Delineated Area Northern Virginia within GSA's National Capital Region Minimum Sq. Ft. (BRSF) 93,650 Approximate Sq. Ft. (ABOA) 86,482 Space Type: Office Parking Spaces (Total) Per code at market rate Parking Spaces (Surface) Per code at market rate Parking Spaces (Structured) Per code at market rate Parking Spaces (Reserved) 321 Full Term 5 Years Firm Term 5 Years Mandatory Occupancy Date November 17, 2012 Additional Requirements: The offered space must by contiguous. Parking spaces is required. Must be able to meet sensitive (STC) build out requirements. Must have the ability to install critically required Government IT/Communication networks to include two (2) redundant 600 Mps circuits with back-up generator support for life safety. Space must meet the Federal Government standards for fire safety. Space must meet the Federal Government security requirements. Offered space shall not be in a 100/500 year flood plain. Offer space must meet Seismic and Sustainability standards per the terms of the Lease. Space must meet Energy Star. Must be able to submit a preliminary schedule within 15 calendar days after award of the contract. A net of electric lease required. Submission Requirements: Expressions of interest must be submitted in writing and should include the following information at minimum (This is not an invitation for bids or a request for proposals): Building name/address. Location of space in the building and date it will be available. ANSI/BOMA defined office area/useable square feet (ABOA SF). Rentable Square Feet (RSF) offered and rental rate per square foot, specifying services, utilities, and tenant improvement allowance included. Name, address, telephone number, and email address of authorized contact. Authorized Contacts: GSA is using a tenant broker to represent the Government in lease negotiations for this transaction. In no event shall a potential Offeror enter into negotiations or discussions concerning a space to be leased with representatives of any Federal agency other than the authorized officers and employees of the General Services Administration (GSA) or their authorized representative UGL Services Equis Operations. The Government is currently located in Government-leased space in a building in Northern Virginia under lease LVA02063 with approximately 74,497BRSF/70,363 ABOASF that will be expiring on November 17, 2012. To correct current space deficiencies, they require 93,650 RSF/86,482 ABOASF in the Northern Virginia area. The Government is considering alternative space if economically advantageous. The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government's requirements, as well as the costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure and nonproductive agency downtime. Building(s) offered for consideration must be of sound and substantial construction of the type generally recognized as contemporary with the ability to meet all current applicable Federal, state, and local government building codes and regulations including, but not limited to, fire and life safety, accessibility, sustainability, OSHA, and seismic protection standards per the terms of the Lease. The Government may award on initial offers. All properties offered to the Government in conjunction with this requirement must be located within Reston, Virginia.
