Description
The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX intends to make a single award for the provision of an Advanced Occupational Education (AOE), Manufacturing Technology Program for the inmate population at the Federal Correctional Institution, Elkton, OH. THIS IS A NEW REQUIREMENT AND THERE IS NO PROCUREMENT HISTORY AVAILABLE. The North American Industry Classification System (NAICS) Code is 611210 (Size Standard: $7 million). A Performance Based firm-fixed price indefinite delivery/requirements type contract will result from this solicitation. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The contract periods will consist of a 12-month period. There will be approximately 18 inmate students per class. A session will equal one (1) hour. The work can normally be performed Monday through Thursday (except Federal holidays). Classes normally will be conducted from 5:30 PM to 8:30 PM and will typically meet for 3 sessions per day. The work schedule will normally not exceed 30 hours per week. The estimated maximum number of sessions is 440 for the 12 month period. successful organization being awarded the contract shall be accredited by a state or other recognized accreditation association or agency, or be recognized by the State Department of Education as being an instructional source, offering courses at the post-secondary level and have proof at the time of the award. Experience in teaching Manufacturing Technology Program on similar contracts or in a correctional setting is preferred. The students shall be eligible to sit for the National Professional Certification Exam and the costs will be included in the contract rate. The contractor must provide a cost per completion breakdown for the instrumental effort proposed for the evaluation of the cost efficiency of the program. Any equipment needed for the program should be included. An equipment price list should be separate from the program instruction costs. The Contractor should be an educational organization or school that can provide an instructor(s) who possess credentials that verify their technical ability to meet the terms of the contract. The solicitation will be available on/about on July 3, 2012 and will be distributed solely through this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. All future information concerning this acquisition, including the solicitation and any subsequent amendments, will be distributed through the website. Interested parties are responsible for monitoring the website to ensure they have the most up-to-date information about the acquisition. The date for receipt of quotations is on/about July 31, 2012; however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. Faith-Based and Community-Based Organizations can submit offer/bids/quotations equally with other organizations for contracts for which they are eligible. This solicitation is a full and open competitive procurement. All responsible small business concerns are encouraged to submit a quotation which may be considered.
