- This announcement constitutes a Notice of Contract Action (NOCA) by the Air Armament Center (AAC), Directorate of Contracting, Enterprise Acquisition Division (PKE), Test and Evaluation Contracting Branch (PKET), Eglin AFB, FL. It is the Government's intent to execute, by means of other than full and open competition, a modification to extend the Period of Performance and increase the contract ceiling on the Joint Munitions Effectiveness Manuals (JMEMs) contract (FA9200-06-C-0024) awarded to Oklahoma State University Center for Innovation and Economic Development, 107 Wes Watkins Center, Stillwater, OK 74078-1020. The sole purpose of this extension is to ensure the critical mission of JMEMs continue while AAC/PKET provides for a competitive source selection of the follow-on contract in 2012. The proposed contract action is for research and development items for which the Government intends to solicit and negotiate with only one source under the authority of the Federal Acquisition Regulation (FAR) 6.302-1. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
