Description
This is a notice of intent that WR-ALC anticipates issuing a contract for engineering support for the AN/ALQ-161A Preprocessor Flight Software (PFS) 6.20 sustainment effort. PFS 6.20 is a block cycle effort that includes resolution of software deficiency candidates using the PFS 6.12 baseline. The contractor shall support WR-ALC/GRW, the Product Group Manager (PGM) for the AN/ALQ-161A system, by participating in all phases of the multi-year sustainment effort. The contractor's primary responsibility is to identify candidates, incorporate solutions, and test the resulting PFS block cycle product per the WR-ALC/GRWEBA-approved PFS 6.20 Project Requirements Specification (PRS) and per the WR-ALC/GRWEBA-approved PFS 6.20 Software Development Plan. The contractor shall provide engineering support for other system software products which are directly impacted by or related to the PFS as directed by WR-ALC/GRWEBA. These software products may include, but are not limited to, Emitter Identification Data (EID), Emitter Reprogramming Software (ERS), AN/ALM-280 Enhanced Automated Special Test Equipment (EASTE) software, Mission Data Load Tool (MDLT) software, Line Replaceable Unit (LRU) firmware, and system lab and data analysis tools. The Period of Performance (POP) will be for 42 months after contract effective date. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, EDO Corporation/Exelis (Amityville, NY), Cage: 82340, in accordance with FAR 6.302-1. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. All proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All potential offerors should contact the buyer/PCO identified above for additional information and/or to communicate concerns, if any, concerning this acquisition.
