VH3D LED SPEC INTRODUCTION: The Naval Air Systems Command (NAVAIR) Presidential Helicopter Program Office (PMA 274), Patuxent River, MD is seeking information for potential sources regarding industry technologies available for the development and qualification of a Light Emitting Diode (LED) hover/landing light to replace the current incandescent bulb used on the VH-3D Presidential Helicopter. The results of this Sources Sought will be utilized to determine the availability and adequacy for potential sources prior to determining the method of acquisition and the issuance of an RFP, including the use of any appropriate small business programs. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM OBJECTIVE: The primary objective of the LED Hover/Landing Light program is to acquire a product that is a direct replacement, in fit and output performance, of the current light while increasing the operating life to no less than 1000 hours. TECHNICAL REQUIREMENTS/CAPABILITIES: Please see attachment 1, Draft Performance Specification for the Presidential Helicopter Light Emitting Diode (LED) Hover/Landing Light for all requirements relating to this Sources Sought. SPECIAL REQUIREMENTS: Any resulting contract is anticipated to have an unclassified security classification. Any resultant contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C 2533a and 2533b) in accordance with DFARS clause 252.225-7009. ELIGIBILITY: The application NAICS code for this requirement is 336321. The Product Service Code (PSC) is AC15. SUBMISSION DETAILS/INDUSTRY RESPONSE CRITERIA: Interested parties should submit a brief capabilities statement package (no more than 10, 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to perform the specification requirements identified in the attachment 1, Draft Performance Specification. All material provided in response· to this RFI shall be unclassified, non-confidential and non-proprietary to the maximum extent practicable. If including proprietary information in the response, (1) ensure proprietary information is marked appropriately, (2) identify disposition instructions, and (3) indicate whether you require the Government to facilitate the execution of information/proprietary exchange agreements with any contractors providing advisory and assistance services to the Government, who may have access to this proprietary information. Responses to RFI will not be returned. The Government will take the necessary steps to protect/safeguard any confidentiaVproprietary information provided. The Government will NOT be responsible for any confidentiaVproprietary information not clearly marked. E-mailed submissions will not be accepted by NAVAIR. The Government will not reimburse any preparation costs. At any time after receipt of RFI responses, the Government reserves the right to contact respondents for further discussion and/or clarification of the submittal.
