Description
The Department of Veterans Affairs Medical Center, VISN 6 Network Contracting Office (NCO) is hereby soliciting information about potential sources for a proactive site specific, weather warning service and an online comprehensive web portal to monitor all 42 sites of care that reside in the VISN 6 catchment area. This requirement includes the following: provide relevant and accurate warnings that are provided up-to-the-minute by expert meteorologists who are available 24/7 to the VA for personalized consultations; customized coverage criteria; warnings delivered through preferred contact method(s) and followed up on until receipt is confirmed; actionable warnings so the VA can trigger emergency preparedness procedures, and a common message for issuing emergency instructions. Please see below the Draft Weather Warning Service Statement of Work. **Draft Weather Warning Service Statement of Work** VAMC VISN 6 Statement of Work for Weather Data May 1, 2012 (1) Introduction and Scope of Work. The VA Mid-Atlantic Health Care Network Contracting (VISN 6) number hazard on the Hazardous Vulnerability Analysis (HVA) is weather. The VISN 6 is in the market to procure a complete weather monitoring and notification system to monitor all 42 sites of care that reside in the VISN 6 catchment area. The period of performance will be for one base year and four option years. (2) Requirements. The following are the requirements for a web-based Emergency Management weather monitoring and notification system needed at "42" VISN 6 sites of care: Site specific storm warning service for 42 locations: "Tornadoes within 3 miles with desired lead time of 20 minutes advance notice. "Null Tornado Warnings (when the NWS issues a tornado warning for the county, vendor will send a courtesy copy of the warning along with comments indicating if facility will be affected). Winds of 50 mph or greater (NWS criteria is 58 MPH or higher) with desired lead time of 20 minutes advance notice. "Any accumulating snow 1" or greater and/or any ice with 2-4 hours advance notice. "Hurricanes including 5 day window of movement, maximum wind gusts, expected rainfall. Includes consultation with hurricane meteorologists. "Consulting privileges which allow individual calls with meteorologists for weather-related questions. "Thirteen online web-based licenses. (3) References. For the first time The Joint Commission (TJC) has broken Emergency Management out of the Environment of Care area and created a separate chapter for Emergency Management. It is critical that proof can be provided to the TJC that the hazards identified on the HVA. (4) Delivery. Provider will ensure that the weather monitoring and notification is available for use by the VISN 6. In addition, a live operator and technical support will be available to the VISN 6 on a 24/7 basis to assist with any issues with the platform. (5) Progress and Compliance. Provider will ensure the weather monitoring and notification is functional. Weather Data will notify the VISN 6 of any operations issues that put the facilities being monitored in harm's way. No solicitation exists; therefore do not request a copy of the solicitation. If a solicitation is released in the future it will be synopsized in FedBizOps. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 5 pages or less indicating their ability to perform to the Draft Statement of Work. Include in your response the following information: Name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership whether large, small, and the type of small business, i.e. small disadvantaged, 8(a), HUBZone, etc.; affiliate information, parent company, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement, and point of contact - address and phone number) and overall capabilities. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. The Government reserves the right to consider a small business or a woman owned small business.
