Description
The U.S. Department of Commerce, NOAA/Air Resources Laboratory, plans to negotiate on a sole source basis with I. M. Systems Group, 3206 Tower Oaks Boulevard, Suite 300, Rockville, MD 20852, to provide scientific and technical support for research on long-term trends in cloudiness using ground-based and satellite data sources. The primary goal of this research is production and analysis of improved datasets of total cloud cover, low cloud, and other related variables. This work requires the processing and analysis of many large datasets and the expertise of individuals familiar with cloud data. In addition, the contractor must have a Ph.D. and at least 5 years of experience after the degree in the area covered by this announcement. The work done in the first year of the project will be extended to additional datasets, a climate-quality ground-based cloud dataset will be produced, and that dataset will be compared to satellite cloud data. To facilitate this research, the contractor will obtain, process, and analyze additional datasets and participate in writing papers and other scientific communications describing the work, using the contractor's experience and expertise in working with cloud data. Tasks to be performed •Complete development of a climate-quality dataset of total cloud data for the contiguous U.S. using augmented National Weather Service and military weather station data. •Conduct further comparisons between satellite and ground-based cloud time series, using PATMOS-X, ISCCP, and additional satellite cloud products. •Extend cloud data analysis to stations in Alaska, Hawaii and Pacific islands. •Obtain, process and analyze other meteorological data from ground or satellite sources as needed to further the goals of the project. •Provide advice and assistance to other team members on processing and analysis of cloud and other data. •Contribute to writing of papers and preparation of scientific presentations on changes in cloud cover. •Communicate with potential collaborators and sources of data or information as needed to further the goals of the project. •Other duties as needed to accomplish the goals of the project. Deliverables •Brief monthly reports summarizing work done in the previous month. •Climate-quality monthly mean time series of total cloud cover from augmented NWS and military weather stations for the contiguous U.S. Schedule: One (8 hour) day per week, to begin immediately and end within two years thereafter, with the second year dependent on the availability of continued funding. The hours shall not exceed a total of 370 per year. The period of performance is for a base period and one (1) option years. I.M. Systems Group. Has more than ten years of experience in climate research. Published numerous papers on trends in ground base cloud data and responsible for processing and analyzing datasets similar to those that are being used in the Air Resources Laboratory's cloud project. They have published at least five papers on other climate topics using surface observations many of which are relevant to this project. I.M. Systems Group has already worked on the first year of this project and so has knowledge and experience that would not be available to another individual. Substituting another scientist for this position would require ARL to spend additional time and effort in training the new company. The government knows of no other company that has scientists with the knowledge base and experience to meet the government's need. Prior market research was performed. Only two contractors have indicated they provided analysis of air quality and meteorological data. However, they did not have expertise in conducting research on long-term trends in cloudiness using ground-based and satellite data sources noted in this requirement. Firms who believe they can provide these services that will meet all the requirements specified herein, must furnish detailed information concerning their capability to provide the service and satisfy the Government's needs. In addition shall include name, telephone number and address of concerns for which you have furnished this type of services previously. Interested parties must respond within ten (10) calendar days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to I.M. Systems Group. The Eastern Region Administrative Division (ERAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR).
