- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division Newport has a requirement for services for the maintenance and operation of the Narragansett Bay Shallow Water Test Facility (NBSWTF). The NBSWTF is a group of underwater ranges located in and offshore Narragansett Bay and includes a shore-based waterfront facility in Newport and a test facility on Gould Island. This is a bridge Contract intended to provide continuity of services previously provided under N66604-12-P-2090 awarded to Seaward Services Incorporated (Cage Code 43964). A firm fixed price, not to exceed type purchase order is anticipated. Total estimated Level of Effort is 3,600 man-hours. Service Contract Act (SCA) will be applicable if proposed SCA labor hours exceed 20% of total hours. Clearance to CONFIDENTIAL level is required. NAICS Code 541330, Size Standard is $27M. This requirement is unrestricted. Further details will be provided in Solicitation #N66604-12-Q-2892, which is anticipated to be released on or about July 20, 2012. Contractors must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov) and ORCA (http://orca.bpn.gov/) to be eligible for award. Instructions for registration are available at the websites. Award will be made on the basis of "Best Value". Evaluation criteria are Technical Approach, Past Performance, and Price. When combined, Technical Approach and Past Performance are significantly more important than Price. Required period of performance is approximately date of award through 9 weeks and is estimated to begin in late August 1, 2012, F.O.B. Destination Naval Station Newport; Newport, RI.
