Description
This Sources Sought/RFI is released pursuant to FAR Part 15.201(e), Exchanges with Industry. The Naval Weapons System Support (NAVSUP WSS) and the Fleet Numerical Meteorology and Oceanography Center (FLENUMMETOCCEN) are issuing this combination Sources Sought Notice / Request for Information. The objective of this Sources Sought / RFI notice is to gain information from industry with regard to the technical requirements of the PWS and to facilitate the NAVSUP Contracting Officer s review of the market base required for acquisition planning / size determination (unrestricted vs. set-aside or sole source). This Sources Sought provides an opportunity for respondents to submit their availability and potential to fulfill the Navy requirement related to this request in the form of a capability package. Currently, most environmental forecasts are created from a single best estimate analysis and forecast model. The ensemble-based approach of weather forecasting improves upon deterministic forecast accuracy; reducing costs of defensive and offensive military scenarios impacted by inclement weather; and increases effectiveness of a variety of military applications by adding probabilistic estimates. For example, a Commander will be given a probability of environmental parameters exceeding operational thresholds versus a point forecast. This enables the decision making process with more information and more accuracy. However, DoD customers will accept ensemble products only if the increased accuracy and value of those products can be quantitatively shown through Ensemble Verification and Validation (V&V), which is the purpose of this tasking. The existing Ensemble V&V system provides basic reports for a standard set of variables as established by the post-processing subcommittee of the NUOPC technology transfer committee. This on-demand enhancement will make the system more interactive and expand the verification statistics provided to include Navy-relevant metrics. All work is to be performed ONSITE, in Monterey, CA. While the vendor does not need to be based in the Monterey area, local personnel are required. Commuting expenses will NOT be paid.
