- The Naval Research Laboratory (NRL) intends to enter into negotiations on the basis of other than Full and Open Competition in accordance with FAR 6.302-1 and 10U.S.C. 2304(c)(1); only one responsible source, with Hydro-Pac, Inc located at 7470 Market Road, Fairview, PA 16415. The requirement is for the development of an apparatus which while utilizing a 16" gun barrel will compress water (or a fluid mixture, e.g. water/glycol) to 200,000 psi, and maintain this ambient pressure to within [ -1% / +10% ] as it is continually expelled through a nozzle with entrance I.D. of 0.5 inches and smallest I.D. of 0.1 inches.
