- Original Solication The United States Government, represented by the United States Agency for International Development (USAID) Mission to Tanzania is seeking proposals for the Capacity Building for Partners of Accountabilty Program. The place of performance is Tanzania. This procurement will be conducted as a full and open competition, under which any type of organization may submit proposals. The procedures set forth in FAR Part 15 will apply. USAID encourages the participation to the maximum extent possible of local Tanzanian organizations and small business concerns, in accordance with Part 19 of the FAR, in this activity as the prime contractor or as subcontractors. Sections B through J of the RFP will become the Contract, with blanks completed by the Contracting Officer. Also, the Government intends to incorporate parts of the successful proposal into the negotiated contract award. To be considered, please ensure that the proposal is well-written, easy to read and follow, and contains only the requested information. Please pay careful attention to Section K - Representations, Certifications and Acknowledgements of the accompanying Request for Proposals. Offerors are now expected to comply with FAR clause 52.204-7, Central Contractor Registration, and complete the annual representations and certifications electronically via the Online Representations and Certifications Application website at http://orca.bpn.gov. Issuance of this solicitation does not in any way obligate the U.S. Government to award a contract nor does it commit the U.S. Government to pay for costs incurred in the preparation and submission of a proposal. Furthermore, the Government reserves th e right to reject any and all offers, if such action is considered to be in the best interest of the Government. Any questions regarding this RFP must be submitted in writing via e-mail to Nya Kwai Boayue at nboayue@usaid.gov and Sam Kiranga at s kiranga@usaid.gov, with a copy to Jennifer Norling at jnorling@usaid.gov. All questions and/or request for clarifications/explanations must be received by July 17th, 2012. Proposal are due by 1pm Tanzanian time on August 9th, 2012
