- THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. This is a synopsis of a proposed contract action notification that the formal solicitation (FA3300-12-R-0018) may be issued on or about 13 Jul 2012. This notice fulfills the pre-solicitation notice requirement of FAR 5.201, FAR 5.203, and FAR 5.205(f). GENERAL INFORMATION: The 42 Contracting Squadron, Maxwell AFB, AL in support of the 42d Force Support Squadron at Maxwell AFB, is conducting an acquisition for Full Food Services. The contractor shall provide all personnel, supervision, supplies, and services necessary to perform full food services at Maxwell AFB and Gunter Annex, AL as defined in the Performance Work Statement (PWS). The contractor shall perform the requirements in the PWS, conform to the professional standards identified in the PWS, and shall follow all applicable instructions and directives as identified in the PWS. The Maxwell AFB Appropriated Fund food service operation consists of the Riverfront Inn dining facility building 668, the Officers Training School (OTS) dining facility building 1485 and the Aviation Inn dining facility located at Gunter Annex, building 1065. These facilities are dedicated to providing full meal service and meeting the nutritional needs of Department of Defense (DoD) personnel who frequent the Riverfront Inn, Aviation Inn, and OTS dining facilities. Carryout service will also be provided from these facilities. The flight kitchen will operate out of the Riverfront Inn seven days a week, to provide box meals for passengers and crews in support of flying missions and to customers requesting them in support of ground operations. Place of performance will be Maxwell AFB, Alabama and Gunter Annex, Alabama. The acquisition will be conducted as a Performance Price Trade-off (PPT) without technical factors, source selection. The acquisition will be offered for competition as a 100% Small Business set-aside with the allowance for the State Licensing Agency (SLA) under the Randolph Sheppard Act (RSA) to submit a proposal. This acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15. The NAICS Code is 722310 (Food Service Contractors) with the size standard of $35.5M. A Firm Fixed Price (FFP) pricing arrangement for a basic contract plus four (4) option years is contemplated. Central Contract Registration (CCR) will be mandatory for this contract (see CCR website at www.ccr.gov). Pre-Proposal Conference (Site Visit) is projected for on or about 18 Jul 12.
