COMBINED SOLICITATION/SYNOPSIS Analytical Chemistry Laboratory Services Supporting the Unregulated Contaminant Monitoring Program SOL-CI-12-00020 This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 2005-58. This requirement is being solicited on a full and open competition basis. Three (3) to five (5) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract awards are anticipated to be awarded from this single solicitation, with two (2) contracts reserved for Small Business. The Northern American Industry Classification System (NAICS) code for this requirement is 541380 with the small business size standard of $14 million. The United States Environmental Protection Agency, Office of water, Office of Ground Water and Drinking Water (OGWDW), Technical Support Center (TSC) requires contractor support for analytical laboratory services in conjunction with implementation of the third cycle of the Unregulated Contaminant Monitoring Regulation (UCMR3). Request for Proposal SOL-CI-12-00020 is issued for 1. Conducting laboratory analyses (EPA Methods 200.8, 300.1, 524.3, 522, 537, 539, and 218.7); 2. Providing logistical support; 3. Reporting results; and, 4. Preparing monthly reports. Awards will be made to the offerors whose offers represent the best value to the government. Only vendors who have been approved for all seven methods through the EPA Lab Approval program are eligible for contract award.
