- The U.S. Geological Survey (USGS) has a requirement for a firm-fixed price purchase order for peer review process testing for 1 base year and 1 option year, in support of the development of the National Vegetation Classification (NVC) Standard. Period of performance will be a base year plus one option year. The USGS is procuring the services of a vegetation panel to conduct a test of the proposed formal peer review process for adopting new types (e.g. associations, alliances, groups) into the National Vegetation Classification (NVC). The process includes: collecting, analyzing and synthesizing vegetation data and conducting rigorous peer reviews. This purchase order will include support for testing the Peer Review process through a set of pilot projects in which regional vegetation data are analyzed, an NVC proposal for new types of vegetation is developed, and a peer review board decides on which new types are to be inducted into the USNVC. The Ecological Society of America Vegetation Panel manages the peer review board responsible for conducting these reviews and would be responsible for managing the project. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to the Ecological Society of America (ESA), unless it is contacted by any vendor who believes they have obtained similar technical expertise and can provide the same service. Vendors are invited to contact the Contract Specialist, Katherine Vultaggio via email at: kvultaggio@usgs.gov no later than 2:00 PM EST, Monday, July 23, 2012 with an affirmative answer. The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the proposed contractor=BFs unique qualifications: No other organization maintains and has access to the legacy vegetation plot data, the scientific expertise, and the institutional knowledge necessary to complete this task. The Federal Geographic Data Committee (FGDC) Vegetation Subcommittee is the group responsible for overseeing the development of the standard. The standard was published as a =BFDynamic content=BF standard =BF meaning that it will continue to evolve as new data are gathered and assessments done. ESA is one member organization to the FGDC. The implementation plan developed by the FGDC Veg Subcommittee outlines roles and responsibilities of the member organizations. In that plan, the ESA Veg Panel is identified as having responsibility for managing the peer review process through the NVC Peer Review Board. A full and open competition is not feasible because the detailed vegetation plot level data necessary to conduct the regional analyses are not available publically. ESA has rights to access this data. The data will not be released to the public.
