Description
The U.S. Army Corps of Engineers, New York District (the Corps), proposes to perform maintenance dredging of the federal navigation channel and deposition basins in East Rockaway Inlet. The channel was last dredged in 2010 with the removal of approximately 137,000 cubic yards (CY) of sand, which was used in a beneficial manner as beach nourishment, placed along severely eroded areas of the Rockaway Beach shoreline. The proposed maintenance dredging is expected to involve the removal of approximately 281,000 CY of sand, which would be used in a beneficial manner as beach nourishment placed along the Rockaway Beach shoreline. In recent cycles, the sand was placed between Beach 27th and Beach 38th streets or Beach 92nd and Beach 103rd streets. The channel and deposition basins will be dredged to a depth of 14 feet plus 2 feet allowable overdepth. The proposed work will be accomplished in Fiscal Year 2013, subject to the availability of funds. The purpose of the proposed work is to alleviate the affects of shoaling and maintain the authorized project dimensions, thereby providing safe and economical use of the East Rockaway Inlet by commercial and recreational boating interests while providing beneficial use of the dredged material. Between maintenance operations, the bypassed sand placed at the feeder beach would be carried by littoral drift to feed down drift beaches. The maintenance operation would thus serve to place sand trapped in the channel back into the normal littoral movement that naturally replenishes the western beaches, while maintaining a safe channel for navigation. Maintenance dredging of the channel and deposition basins at East Rockaway Inlet will be accomplished by pipeline dredge, hopper dredge, or similar plant. The entire channel will generally not require maintenance dredging; only areas where shoaling has reduced the depth of the channel will require dredging. This solicitation is an Invitation for Bids. The NAICs code is 237990. The Plans and Specifications for the project are anticipated to be available on or about 24 July 2012 with a bid opening on or about 24 August 2012. This procurement is unrestricted; therefore, there are no Small Business set-asides Any and all amendments will be posted at the Federal Business Opportunities (FedBizOpps) website (www.fbo.gov). It is the contractor's responsibility to monitor FedBizOpps for any amendments. Award will be made to the lowest responsible bidder. Bids will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 1843, 26 Federal Plaza, New York, NY 10278. All questions must be submitted in writing via email, fax, or mail to the POC. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Paper copies of the solicitation and amendments, if any, will not be available or issued. The Office of the Under Secretary of Defense (Acquisition Technology & Logistics (OUSD{AT&L}) A Guide to Collection & Use of Past Performance Information dated 2003 and FAR Part 36 requires the collection and use of past performance information (PPI) in acquiring best-value goods and services. FAR Subpart 36.3 and DFARS Subpart 236.2 mandate the use of Construction Contractor Appraisal Support System (CCASS) by all DoD agencies for construction contracts greater than or equal to $700,000 or more than $10,000 if the contract was terminated for default.
