- Labor Relations Consulting Services This is a combined synopsis/solicitation. The Pension Benefit Guaranty Corporation ("PBGC") requires services of an experienced Lead Negotiator to assist the PBGC Human Resources Department within its Employee and Labor Management Relations Division. A Request for Proposal (RFP) PBGC01-RP-12-0036, including the Statement of Objectives and evaluation criteria is attached. Offerors must be registered in the Central Contractor Registration (CCR) database. Proposals are due no later than July 18, 2012 by 11:00 AM EST and may be submitted to PBGC, Attn: James Payton via email: payton.james@pbgc.gov.
