- The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office, Eastern Region Acquisition Division, Norfolk, VA is seeking qualified sources to provide services for the analysis of benthic macrofauna and sediment in estuaries and near coastal waters throughout the coastal United States. The work is intended to support environmental monitoring and assessment needs of multiple studies conducted by the National Centers for Coastal Ocean Science (NCCOS). The primary objectives of these studies are to assess status and trends in the quality of the Nation's coastal resources and to determine relationships between potential biological impacts and sources of disturbance due to either natural or anthropogenic factors. It is expected that the Contractor will provide support on multiple projects under the contract, with each new project being conducted under a separate Delivery Order. The Government anticipates awarding a single indefinite delivery/indefinite quantity contract with a five year ordering period. The orders will be based upon the firm fixed unit price on a per sample basis. Request for Proposal (RFP) number EA133C-12-RP-0128 will be available on or about July 17, 2012 through the Government's website at http://www.fedbizopps.gov. The estimated due date for proposals is August 17, 2012. This procurement is 100% small business set-aside. The applicable NAICS code for this acquisition is 541380 with a size standard of $14 million. This RFP requires separate technical and price proposals to be evaluated for award. Proposals will be evaluated based on the following evaluation factors, listed in descending order of importance: Technical Approach, Personnel Experience and Facilities, and Past Performance. Price will be evaluated but not rated. Technical factors are significantly more important than price. The Government intends to award a single contract resulting from this solicitation to the responsible offeror whose proposal represents the best value after evaluation in accordance with the factors listed in the solicitation. All contractors must be registered in the Central Contractor Registration (CCR), www.ccr.gov, to be considered for award of a Federal contract. In addition, completion of the online representations and certifications application (ORCA) is required. Interested parties should use the FedBizOps notification feature which provides notification when the RFP becomes available for download and all postings associated with the solicitation. Each potential offeror is responsible for checking this website to obtain all the updates and amendments to any and all documents. No paper copies of the solicitation will be issued and no telephone, facsimile, or written requests will be accepted.
