- Statement of Work for Gas Bench II The Bureau of Public Debt, on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) intends to award an Order to Thermo Electron North America LLC on a sole source basis, under authority of FAR 6.302-1, for Thermo Electron Gas Bench II. Thermo Electron North America LLC is the only online provider of the above Thermo Electron Gas Bench II. The Thermo Scientific GasBench II is an innovative solution for high precision on-line isotope and molecular ratio determination of headspace samples, including water equilibration, carbonates, and atmospheric gases. The precision and accuracy of the dual viscous flow inlet system are achieved using modern "continuous flow" techniques. The GasBench II is not only an alternative to dual inlet system techniques but it significantly extends the practice of isotope ratio mass spectrometry (IRMS). The Isodat software suite is the software suite for system control, data acquisition and data evaluation for the GasBench II. TTB already owns a Thermo Scientific IRMS system that uses the Isodat TM software that can control the Thermo Scientific Gasbench II. Additionally, the primary analyst was training specifically to use the Thermo Scientific IRMS system at the Thermo Scientific authorized IRMS training course provided by Isomass Scientific in partnership with the G. G. Hatch Isotope Laboratories at the University of Ottawa from 7/9/08-7/16/08. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by July 23, 2012 by 2:00pm ET. Responses shall be submitted to PSB3@bpd.treas.gov, Attention B. Cooper/P. White A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested offerors may register at http://www.fedbizopps.gov to receive notification when the solicitation and any amendments are issued and available for downloading. Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list. Therefore, we recommend that you monitor the FedBizOpps site for all information relevant to desired acquisitions.
