Description
1.Contracting Activity: Department of Veterans Affairs, VISN 6, Hampton and Salem Medical Centers by means other than full and open competition in response to procurement requests 658-12-3-867-0378 and 590-12-3-0498. 2.Nature and/or Description of the Action Being Processed: This is a request for other than full and open completion for the procurement of medical simulation components from Firehouse Medical. Description of Supplies/Services Required to Meet the Agency's Needs: The Salem and Hampton VAMCs are creating medical simulation centers for training, and both stations require a SimMan high fidelity mannequin. Most components of the system are available on GSA schedule GS-02F-0122T, with the exception of a custom training session and accessories for the mannequin. The open market products are as follows: Intro to SimMan 3G onsite training, SimView w/o Camera and Vcard, Complex Patient Management Library, SimView IP Camera, Digital PanTilt Zoom Camera, Overhead Microphones, and Custom Basic Installation. 3.Statutory Authority Permitting Other than Full and Open Competition: 41 USC §253(g), as implemented by FAR 6.302. ( X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; ( ) (2) Unusual and Compelling Urgency per FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3; ( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5; ( ) (6) National Security per FAR 6.302-6; ( ) (7) Public Interest per FAR 6.302-7; 4.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The majority of components can be purchased using GSA schedule GS-02F-0122T. The products offered off schedule are training products and components which are integrated into the mannequins to enhance training. The SimView products (SimView, IP camera, PanTilt Zoom Camera, and microphones) integrate with the computer, camera, and microphones in the mannequin and record the procedure by time and date. The image and sound are integrated into a video time log which is used for debriefing once the training is over. The installation piece sets these components up, and the training piece ensures both medical center staffs can properly utilize the training systems. 5.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: I posted the original solicitation to GSA eBuy and phoned all companies offering Laedral products on schedule to make sure each company knew about the posting. 6.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: The pricing has been determined to be fair and reasonable as it is less than the independent government estimate. The price is also fair and reasonable because the components are assembled by the manufacturer before shipping and installed by the manufacturer upon receipt. If we were to purchase these pieces from multiple vendors we would pay for multiple site installations and possibly multiple training sessions, increasing the cost to the government for each visit. 7.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Market research was conducted and it was concluded the majority of products were available on a federal supply schedule. The solicitation was posted to GSA eBuy and sent to all small businesses in schedule 874-9. 8.Any Other Facts Supporting the Use of Other than Full and Open Competition: None. 9.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: None. 10.A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: None.
