- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and following Contracting by Negotiations in FAR Part 15. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The US Department of the Interior, National Business Center, through its Franchise Fund activity, Acquisition Services Directorate (AQD), is issuing this solicitation, Number D12PS00317 as a Request for Proposals (RFP) on behalf of the Task Force for Business and Stability Operations (TFBSO), under the Department of Defense. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-59. The associated North American Industrial Classification System (NAICS) code for this procurement is 561110, Office Administrative Services, with a small business size standard of $7M. The Product Service Code for this procurement is R499, Other Professional Services. AQD will use procedures that provide for issuance of the order on the basis of full and open competition in accordance with Federal Acquisition Regulations (FAR) in Subpart 6.1. The contract shall provide professional business analysis, advisory and assistance support services in obtaining private sector partners that support the economic revitalization efforts of the TFBSO and must be able to provide expert analytic capability, stakeholder analysis and management through a proven network of ―insider relationships, experienced support for both field visits and strategic initiatives, and effective capability building expertise for both members of the Task Force and fragile state stakeholders. The resultant award shall be a Firm-Fixed-Price (FFP) contract. The Period of Performance is a Base Period of 12 months from the date of award with two 6-month Option Periods. Place of performance is primarily in Afghanistan.
