- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 6.302-1) with British Medical Journal Group (BMJ), 24184 NW 142nd Ave, High Springs, FL 32643, as the only responsible source that can provide an online electronic subscription to the British Medical Journal and 10 of its specialty journals. This acquisition is being conducted under the FAR 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. Navy Medicine physicians and other health care providers have a need for an online electronic subscription to the British Medical Journal and 10 of its major specialty journals. This online access product combines research, education, news, comment and multimedia to help make better clinical care decisions to improve patient outcomes. Access to "ahead of print" content is also required. Ahead of print provides the earliest possible access to material, prior to the print version being published. Access to the BMJ and its journals should also be accessible via the High Wire platform, the e-publishing platform currently used by Navy Medicine physicians and health care personnel. Items being purchased in this acquisition: British American Journal subscription (base year plus 3 option years) This acquisition is being conducted under commercial acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541519 with a Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by the British Medical Journal Group (BMJ).
