Description
This is a Pre-solicitation notice and NOT a Request for Proposals (RFP), thus no proposals are currently being requested and should not be submitted at this time. The Program Support Center (PSC), on the behalf of the Children's Bureau (CB) in the Administration for Children and Families (ACF), intends to issue a Request for Proposal (RFP) for the award of a Firm Fixed Price contract for the following commercial services: 1. Assessing and Enhancing Grantee Evaluation Capacity • Conduct an initial comprehensive assessment of grantees' local evaluation capacity and readiness for participation in a national evaluation and develop grantee evaluation profiles which summarize this information. • Provide evaluation related technical assistance to enhance the rigor of the grantees' local process and outcome evaluations. This includes a "strategies confirmation process" through which the Contractor will assist grantees in assuring that their local evaluation plan and chosen performance measures align with their program's logic model and assess whether grantees' evaluation plans can be implemented as proposed (e.g. comparison groups are identified and comparative outcomes are tracked). • Coordinate and facilitate a peer learning community on evaluation and performance measurement with grantees and their local evaluators. • Coordinate and collaborate with other federally funded technical assistance providers providing support to the grantees. 2. Supporting Performance Measurement • Develop and implement a reliable performance measurement tool and data collection system and provide ongoing technical support to maintain the data collection system. • Ensure the strong start-up and maintenance of the grant program through working with grantees to collaborate on the performance indicators to be used to measure program performance. 3. Designing and Implementing the Cross-site Evaluation • Formulate preliminary and final designs and analysis plans for the national cross-site evaluation and implement plans and collect data in subsequent years. • Preparation and submission of OMB and IRB applications. • Assess and analyze data submitted by the grantees on their performance and ability to meet the requirements of the grant to improve the well-being, safety, and permanency of the children and families served, and systems collaboration efforts. 4. Knowledge Dissemination • Prepare written reports for the Children's Bureau and Congress regarding the overall performance of the grantees with respect to the programs and services provided, their performance indicators, and other family, child-level and system-level outcomes. • Engage in strategic dissemination and knowledge development activities The President signed Pub. L. 112-34 into law on September 30, 2011. Generally, Pub. L. 112-34 extends programs funded under Title IV-B of the Social Security Act (the Act) through FY 2016 and authorizes new demonstration projects through FY2016. The Regional Partnership Grants are competitive, targeted grants awarded to Regional Partnerships that provide integrated activities and services that are designed to increase the well-being of, improve permanency outcomes for, and enhance the safety of children who are in an out-of-home placement or at risk of being placed in an out-of-home placement as a result of a parent's or caretaker's substance abuse. Pub. L. 112-34 removes reference to methamphetamine, including the requirement that gave weight to grant applications focused on methamphetamine (section 437(f) of the Act). The legislation requires that that an evaluation be completed by December 31, 2017. Information Memorandum ACYF-CB-IM-11-06 provides information to State, tribal and Territorial Titles IV-B and IV-E agencies about the engagement of the Child and Family Services Improvement and Innovation Act, which reauthorizes programs funded under Title IV-B and details basic information about the provisions of this law. The Child and Family Services Improvement and Innovations Act also outlines the Title IV-B requirement that Title IV-B agencies must now include in their plan for the ongoing oversight and coordination of health care services for children in foster care an outline of (1) how the Title IV-B agency will monitor and treat emotional trauma associated with a child's maltreatment and removal, in addition to other health needs identified through screening and (2) protocols for the appropriate use and monitoring of psychotropic medications, as part of its current oversight of prescription medicines (sections 422(b)(15)(A)(ii) and (v) of the Act). In addition, the Administration on Children, Youth and Families (ACYF) is focused on strategies that promote social and emotional well-being with trauma-informed care for children and youth receiving child welfare services. In the case of the Regional Partnership Grants Program, the focus of family stability, in addition to well-being and permanency is consistent with ACYF's priorities around well-being. Information Memorandum ACYF-CB-IM-12-04 provides information to State, tribal and Territorial Titles IV-B and IV-E agencies regarding ACYF's priority to promote the social and emotional well-being for children and youth receiving child welfare services, and to encourage child welfare agencies to focus on improving the behavioral and socio-emotional outcomes for children who have experienced abuse and neglect. ACYF is in process of developing additional materials that encourages child welfare agencies and the broader field of child welfare to employ strategies that foster the social and emotional well-being of children and youth known to the child welfare system and/or exposed to chronic interpersonal trauma, build protective factors to improve the resiliency of these populations, and provide individualized services with a trauma-informed focus. Both Information Memoranda are posted at the CB website at: http://www.acf.hhs.gov/programs/cb/laws_policies/policy/im/im00index.htm#2012 It is expected, that the period of performance will be for a base period of 12 months with four (4) 12 months option periods. The anticipated award date is 9/30/2012. In the event that an Offeror cannot satisfy all of the Government's requirements, the Offeror may opt to establish a Contractor Teaming Agreement to meet the Agency requirement. Additionally, sub-contracting possibilities are anticipated. No proposals are requested at this time, this is a Pre-solicitation notice only. The solicitation requirements and contract documents to include instructions to Offerors and the response date for proposals will be available with the Request for Proposal. The RFP is anticipated to be available electronically on the Federal Business Opportunities website by July 20, 2012.
