Plan3 Plan2 Plan1 52.212-5 Contractor Performance Data Sheet Spec3 Spec2 Spec1 Deschutes National Forest, Redmond Air Center, Redmond Oregon, has a requirement to remove and replace existing fire alarm systems at the Paraloft building. This solicitation, AG-04GG-S-12-0039 is a Request for Quotes and supercedes Special Notice AG-04N0-S-12-0031. This is a combined synopsis/solicitation for a commercial supply and install, prepared in accordance with the format outlined in FAR Subpart 12.6, FAC 2005-58 (May 2012), and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation is unrestricted in terms of business size and the NAICS code is 561621. This synopsis/solicitation is issued pursuant to FAR 13.106-1(b), and the resultant purchase order will be awarded using simplified acquisition procedures in accordance with FAR 13. It is anticipated that the supplied equipment will be Simplex-Grinnell products to interface with existing alarm systems at the Redmond Air Center (RAC) complex. The following Statement of Work applies to this solicitation: Contract will consist of removing and replacing the existing fire alarm systems at the Paraloft Building of the Redmond Air Center. All existing fire alarm components not utilized in the new system must be removed according to applicable code. Newly installed systems must be backwards and forwards compatible with all systems existing at the RAC facilities and capable of remote annunciation with the central monitoring system at the Administration building Master Panel (Simplex-Grinnell, 4100 U). Contractor must check fiber optic link from both buildings and ensure that links are fully capable of supporting new system functions. Any fiber links not capable of new system support must be replaced or augmented with additional fiber runs. See Attachments for Building Floor Plans (3), Forest Service Project Specifications 260721, 260050, and 260010. I. Pricing Quantity: 1 job TOTAL $____________________________ II. Delivery Schedule The date for delivery is September 30, 2012. III. Evaluation The provision "FAR 52.212-1, Instructions to Offerors-Commercial Items", applies to this acquisition and the following are provided as addenda to this provision: (none) The provision "FAR 52.212-2, Evaluation, Commercial Items", applies to this acquisition and the specific evaluation criteria to be included in paragraph (a) of that provision are as follows: i. Technical Capability - the contractor's ability to meet all requirements of this solicitation. ii. Past Performance - evaluated based on previous contracts completed during the past three years or currently in process for the same type of services that are being solicited under this requirement. Contracts may include those entered into by the Federal Government, agencies of State and local governments, and commercial customers. See Attachment for Contractor Performance Data Sheet. iii. Price - the total cost to the Government of the project's completion, including supplies delivered FOB Destination. Technical Capability and Past Performance, when combined, are approximately equal to Price. IV. Offeror Representations and Certifications All offerors must provide a copy of "FAR 52.212-3, Offeror Representations and Certifications, Commercial Items" OR the offeror must have completed their annual representations and certifications electronically at http://orca.bpn.gov. Contract Terms and Conditions FAR Clause "52.212-4, Contract Terms and Conditions - Commercial Items" applies to this acquisition and includes the following addenda to this clause incorporated in full or by reference. FAR 52.236-7 Permits and Responsibiites (Nov 1991) FAR 52.236-13 Accident Prevention (Nov 1991) FAR 52.211-10 Commencement, Prosecution and Completion of Work (Apr 1984) FAR 52.237-1 Site Visit (Apr 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. AGAR 452.215-73 Postaward Conference (Nov 1996) A postaward conference with the successful offeror is required. It will be scheduled within 5 days after the date of contract award. The conference will be held at Redmond Air Center. VI. Contract Terms and Conditions Required to Implement Statutes or Executive Orders FAR Clause "52.212.5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items" applies to this acquisition. See Attachment for clause in full text with AGAR Deviation. There are no additional contract requirements, terms or conditions necessary for this acquisition for consistency with commercial practices. VII.
