- The Naval Sea Systems Command (NAVSEA) Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), in support of the Program Executive Office Littoral Combat Ships (PEO LCS) Unmanned Maritime Systems Program Office (PMS 406), intends to make the Maritime Open Architecture Autonomy (MOAA) software product available to the US DoD developer community beginning in 2012. MOAA is an Autonomous Controller software product developed for the US Government by the Charles Stark Draper Lab (Draper Lab) under contract number N66604-10-D-0215 over a multi-year period. MOAA capabilities have been demonstrated at-sea on several autonomous undersea vehicle (AUV) classes with capabilities applicable to various undersea mission areas. In an effort to support the broader DoD AUV community, PMS406 and NUWCDIVNPT are rolling MOAA out as a Government Open-Source Software (GOSS) product developed in accordance with the ASTM F2451 Autonomy & Control Architecture Standard for Unmanned Maritime Vehicles. The overarching objectives of this rollout are to: 1) provide a government-owned robust and reliable Autonomy Controller for AUV initiatives; 2) provide a key enabling technology to industry partners seeking to offer affordable and comprehensive AUV solutions to the US Government; 3) establish a government open-source path to advance US Navy AUV autonomy capabilities; 4) allow industry and other partners to mature and enhance AUV autonomy by contributing software fixes and updates to the code base; and 5) inform US Navy acquisition strategies through greater community experience with critical technology. While this rollout is not being conducted as part of an acquisition program, it is envisioned that one or more Broad Agency Announcements (BAAs) may be issued in 2013 and beyond to solicit specific AUV autonomy development proposals to support US Navy AUV acquisitions. The development of UUV advanced autonomy is one of several risk mitigation efforts planned by PMS 406 in anticipation of a Large Displacement Unmanned Undersea Vehicle (LDUUV) acquisition program. LDUUV is anticipated to address the Navy ™s requirements for clandestine intelligence, surveillance and reconnaissance, Intelligence Preparation of the Operational Environment, undersea warfare payload deployment, and other undersea warfare mission areas. Particular focus areas include autonomy, energy, sensors, and reliability. Autonomy and associated autonomous control functions will be key enablers to ever-increasingly complex missions and environments. To help inform the potential US DoD Contractor MOAA user base, the Navy plans to hold a MOAA Industry Day at the Kossiakoff Center, Johns Hopkins University Applied Physics Laboratory, 11100 Johns Hopkins Road, Laurel, MD, 20723 on 14 Sept 2012. Industry Day attendees will receive Government briefings and information covering: technical description of MOAA and its capabilities, interface and integration approaches, training plans and training opportunities, MOAA code repository and access, along with a summary of the Government business model for using and improving UUV autonomy capabilities using MOAA. A question and answer forum will be included. It is noted that PMS 406 is not specifying an exclusive autonomy controller service, but is seeking to meet the objectives specified above. MOAA Industry Day attendance is open to U.S. businesses and organizations only. There is a limit of (4) attendees per organization. The MOAA material that will be made available to qualified requestors includes: the MOAA kernel software source code; AUV starter project source code; Draper Simulation Framework software executable code (to aid in the development); MOAA technical description, coding standards, and interface documentation; and MOAA training resources. MOAA software is NOT in the Public domain, and is subject to restrictions of ITAR and the DoD Militarily Critical Technologies List. Additional distribution requirements will be detailed at the Industry Day event. Prior to gaining access to MOAA software, requestors are required to execute a Use and Non-Disclosure Agreement. In return for gaining access to the MOAA software, users are required to comply with the terms of the Use & Non-Disclosure Agreement, including providing upgrades and new developments (algorithms, source code) to the Government with Government Purpose Rights. The benefit to the developer community is unprecedented access to the existing and future open architecture advanced autonomy software. Only written responses transmitted electronically, by mail or facsimile will be accepted. The Government will not provide payment for any information provided in response to this synopsis, nor will the Government return any data provided. All data will be for official Government use only. A list of interested parties will be compiled from the companies who respond to this announcement. Companies that wish to be included on the interested parties list must be able to, as a minimum, 1) access the World Wide Web; 2) send and receive unclassified e-mail; and 3) access, download and print pre-solicitation documents from Internet websites. Responses to this announcement should be received in this office NO LATER THAN 4:00 PM (EDT) on 7 September 2012. Responses received after 7 September 2012 will still be accepted for software availability, but not for Industry Day attendance.
