- The Government intends to award a sole-source, fixed-priced, six month extension under Federal Acquisition Regulation (FAR) Clause 52.217-8, Option to Extend Services, for the period of 13 August 2012 through 12 February 2013 for the Operation and Maintenance (O&M) of Information Management of the Fort Detrick Network Enterprise Center (NEC) Command, Control, Communications, Computers and Information Management (C4IM) services and support to all Fort Detrick NEC supported customers. The purpose of this action is to prevent disruption of services by providing continuity of services currently being performed on the Fort Detrick, Maryland, Contract W81XWH-07-C-0102. This six month J&A invokes the Fort Detrick contract's Option to Extend Services clause by providing a safety net to ensure there is no disruption of services until the new competitive follow-on contract is awarded. The Period of Performance for this 6 month extension is 13 August 2012 through 12 February 2013. There is no solicitation. Responses to this notice are due by noon, Arizona time, 25 July 2012. Responses are addressed to michael.j.winslow6.civ@mail.mil and bill.w.wherry.civ@mail.mil. Background: The existing contract is for the O&M under the NEC communication systems. Support required includes: Command, Control, Communications, Computers and Information Management (C4IM) services and support to all Fort Detrick NEC supported customers. The Desktop Support Division is responsible for providing the Customer Support Center (CSC) support. The Division has two branches which primarily provide CSC services; the Customer Management Branch and the Desktop Services Branch. The Customer Management Branch acts as the first responders for all automation issues and work closely with the customer base. The service consists of standardized image development and deployment; maintaining an information security posture; Tier 1 and 2 support for software and hardware issues; and client education when needed for desktops/laptops/printers, blackberry handheld devices, and desktop telephone instruments (VoIP and TDM), and LMR radios. The Video Teleconferencing (VTC) cell offers assured face to face command and control meetings to the community allowing them to economically communicate and coordinate with multiple units worldwide. The Branch provides Customer Relationship Management and service desk functions utilizing the Army Enterprise Remedy IT Service Management Suite (ITSM). The Branch attempts to resolve requests at the lowest level normally by remote access to a client device; designates a priority; documents the incident or help request; routes appropriately; and tracks and maintains the historical record. The Desktop Services Branch provides in-depth knowledge of desktop operating systems and Army regulations governing administrative information systems; provides technical support on installation and customer projects with responsibility for evaluating and recommending hardware/software solutions are provided upon request; and tests and validates software enhancements to the systems ensuring the product(s) meet the operational requirements of the mission area. The Branch creates desktop images; performs desktop device imaging; and operating system upgrades.
