Description
The Department of Commerce, National Institute of Standards and Technology (NIST), Physical Measurement Laboratory (PML) intends to negotiate a Firm Fixed Price Contract, on a sole source basis, under Authority FAR 13.103-1(b)(1), with Andor Technology of South Windsor, CT for the purchase of an One-to-One Back-up Replacement sCMOS Imaging Device under other than full and open competition. PML applies its measurement capabilities to problems of national significance through collaborations with industry, universities, professional and standards setting organizations, and other agencies of government. It supports the research community in such areas as communication, defense, electronics, energy, environment, health, lighting, manufacturing, microelectronics, radiation, remote sensing, space, and transportation. PML establishes spectroscopic methods and standards for infrared, visible, ultraviolet, x-ray, and gamma-ray radiation; investigates the structure and dynamics of atoms, molecules, and biomolecules; develops the electrical, thermal, dimensional, mechanical, and physical metrology for measuring the properties of precision measurement devices and exploratory semiconductor, quantum electronic, nanoelectronic, bioelectronic, biooptical, optoelectronic, and quantum information devices and systems; and examines the thermophysical and interfacial properties of streams of flowing fluids, fluid mixtures, and solids. It develops and disseminates national standards by means of calibrations, measurement quality assurance, standard reference materials, technology transfer, education/training, and a comprehensive weights and measurement program to promote uniformity and accuracy at the international, federal, state, and local levels. It generates, evaluates, and compiles atomic, molecular, optical, ionizing radiation, electronic, and electromagnetic data in response to national needs; measures and improves accuracy of the fundamental physical constants; and develops and operates major radiation sources for measurement science and metrology. NIST currently owns and utilizes and existing Andor Technology Manufactured sCMOS Imaging Device. The NIST Neutron Imaging Facility within PML has developed sophisticated image acquisition software based on the existing Andor sCMOS imaging device. The technology of the instruments is proprietary to Andor. Andor's instruments are solely capable of compatibility requirements and ensure a fully operational system. No other manufacturers or distributors are authorized to provide the Andor instruments; in addition, no other manufacturer's products are compatible. If other manufacturer instruments were utilized, the system would not function properly and the cost to the Government would be significant monetarily and in man hours to develop new software for another manufacturers imaging device. The North American Industry Classification System (NAICS) code for this acquisition 333314, with a size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by July 26, 2012 will be considered by the Government.
