Description
This sources sought notice is NOT a request for formal proposals or quotes. This notice is intended strictly for Market Research. The Centers for Disease Control and Prevention (CDC) is seeking to identify small business sources that have the capability and qualifications to perform technical assistance in coordinating, implementing, steps in order to strengthen seat belt policies in 2 states. The contractor shall identify 2 states that meet the following criteria: 1) health departments have interest in the area of seat belts and motor vehicle safety, 2) have low levels of seat belt use, and 3) have an interest and readiness to begin activities that can increase seat belt use. The contractor shall shall provide technical assistance to state health departments using evidence-based science and state-specific data regarding seat belt use. Within each state, the contractor shall work with state health department staff to identify a core work group of health officials, traffic safety experts and other stakeholders. In each of the 5 states, the contractor shall work with the health department and their partners during one 1-2 day meeting to provide technical assistance on communicating the science about seat belt use to the public. Throughout the length of the period of performance, the contractor shall work with each state to provide appropriate technical assistance. The contractor will provide ongoing technical assistance and will conduct quarterly conference calls with each state after the initial technical assistance meeting. In addition to quarterly conference calls, the contractor shall provide ongoing technical assistance to states based on current data needs. The contractor will conduct monthly conference calls with CDC. The conference calls will cover technical assistance successes and challenges, and solicit feedback about the process. As part of the technical assistance to be provided, the contractor shall analyze existing national and state seat belt use and safety data to describe the impact of existing strategies in the identified state. Data shall be analyzed and provided to the CDC. The specific data that will be used and the methodology and analysis plan will be discussed with the CDC, the contractor, and the state. At the completion of this contract, the contractor shall produce a final report identifying lessons learned from the states. The contractor shall describe the technical approaches used in each State; addressing the accomplishments, challenges, opportunities, barriers, and proposed next steps. Minimum Requirements: Capability statements must have demonstrated experience and expertise in the seat belt policies and laws and coalition building activities within the transportation or motor vehicle injury prevention field. The Government anticipates awarding a contract consisting of a one (1) year base period.
