- This is a presolicitation notice prepared in accordance with FAR Part 5 and FAR Part 15 as supplemented with additional information included in this notice. This announcement constitutes the synopsis. Please read this entire notice, the instructions herein, and the attached document carefully. The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to solicit, negotiate, and award a Firm Fixed Price contract in support of an OPNAVINST 3710.7 series requirement for providing aircrew High-G academic and centrifuge device training for the period of 01 January 2013 to 31 December 2013 for approximately 600 aircrew members per year, along with 4 one-year options of continuing centrifuge training until approximately 31 December 2017. This training is intended to fill a Navy capability gap due to the possible end of operational service-life of the Navy ™s existing centrifuge located at NAS Lemoore, CA. High-G academic and centrifuge training is directed for all aircrew assigned to fly in High-G aircraft and is a vital element of Navy safety and operational effectiveness in flight. Proposed training facilities must be located within the contiguous United States. The attached document provides additional information related to the training requirements. The solicitation number is N61340-12-R-0073 and will be issued as a Request for Proposal (RFP) on a FULL AND OPEN, FIRM FIXED PRICE basis. The Government contemplates release of the solicitation on or about 6 August 2012, with proposals due thirty-one (31) days after the release date. The solicitation will be posted on the Navy Electronic Commerce Online (NECO) website located at https://www.neco.navy.mil. It is the offeror ™s responsibility to monitor this internet website for the release of the solicitation and amendments, if any. Hard copies will not be provided. It is anticipated that any resulting contract would be accomplished under the provisions of a firm fixed price contract. The NAICS Code for this solicitation is 611512 (Flight Training) with a size standard of $25.5M per year. Base ordering period is estimated to be approximately $600,000 with an approximate total ceiling value of $3M including all options. This will be a lowest price technically acceptable (LPTA) award determination. Award will be made to the lowest price offeror who proposes technical acceptability. The technical evaluation will be a determination based on information furnished by the offeror. THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS IS STRICTLY VOLUNTARY. THOSE FIRMS THAT DO NOT PROVIDE INFORMATION WILL NOT AUTOMATICALLY BE EXCLUDED FROM COMPETING ONCE THE OFFICIAL RFP IS RELEASED.
