- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. BRAND NAME ONLY SOLE SOURCE: The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with one source. Instron, a Division of ITW, Inc., 825 University Avenue, Norwood, MA 02062-2643 under authority of FAR 6.302-1(c). This is being sole sourced because Instron, a Division of ITW, Inc. is the OEM of original equipment and owns the proprietary data associated with this supply for upgrade. All responsible sources may submit a capability statement proposal or quotation which shall be considered by the agency. However, a determination by the government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The requirements are as follows: LN2 Cooling Module, P/N 3119-101. To be used with 3119 series Temperature Chamber. This includes the following items (1 each unless otherwise noted): 3119-101A3 Cooling Module Temperature range; 3119-106 Inlet hose: 3119-302 upper pullrod; 2716-015 wedge action grips; 2703-152 Faces, Flat serrated; 2703-151 Faces, flat serrated; 8005-062 Rigid coupling; 2210-920 Expansion channel module; 2210-920A1 Additional Channels, 2450-130 Blue Hill 3 testing software updates/upgrades; 1400-052 Half-Day, Installation of Hardware/Software; 1450-056 Blue Hill Upgrade Training Onsite; CP105578 (3 Each) Adapter for strain gauges; 2210-862 Sensor Conditioner card 59900/5500A; CP110449 Model Del 3560 Biaxial strain; 1490-003 (2 Each) Strain Verification. This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-12-T-0185 is hereby issued as an attachment hereto. All changes to the requirement that occur prior to the closing date will be posted FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
