- FBO Special Notice - Sources Sought SOL 521-12-000045 Synopsis: This is a sources sought announcement only. There is no solicitation at present; however, a draft solicitation and/or a full-blown solicitation may result from responses to this announcement. USAID/Haiti is conducting market research to gather information about how electronic "smart" cards might be used by a large, but yet-to-be determined segment of the Haitian people to facilitate tracking and referral within health care networks in Haiti. It is envisioned that the introduction of such cards will facilitate the implementation of a medical referral system by reducing or eliminating data base duplication in patient records. Notionally, the cards would be used in conjunction with web-based electronic medical records, and they would include name, date of birth, address, patient identification number, photo, and fingerprints (as such, there are implications beyond health systems). USAID/Haiti's preferred outcome of this market research is to (1) acquire sufficient information to develop a statement of work which would lead to a solicitation and contract award for implementing "smart card" or similar type systems and (2) develop a preliminary listing of firms knowledgeable about smart card use in a medical context. USAID/Haiti recommends that any information submitted hereunder be confined to 10 pages or less. Further, any information submitted in response to this notice shall be construed as being unrestricted for use by USAID/Haiti. In addition to your ideas and information about how USAID/Haiti might develop a contract for enabling the use of smart cards to access medical services in Haiti, please provide the following information about your organization: company name, point of contact, type of business, large or small business, telephone and email address.
