Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source firm fixed price contract to Ultra Electronics Ltd., Waverley House, Hampshire Road, Weymouth Dorset DT4 9XD United Kingdom for procurement of four (4) each new sonar receive arrays P/N 416045; repairs to four (4) each sonar receive arrays P/N 416045 Serial Numbers 02, 08, 09 and 10 and repairs to four (4) each electronics assemblies P/N SEAVIEW S-SYS Electronic Pressure Vessel (EPV) Serial Numbers 424062, 424067, 424044-1 and 424044-2. This requirement is not suitable for full and open competition for the following reasons. Ultra Electronics Ltd. was and is the original sole developer and original equipment manufacturer (OEM) of the SEAVIEW sonar components. The Government did not purchase or acquire the rights in data and design or a technical data package (TDP) to a sufficient level to support a competition for the components. As the sole developer and OEM, Ultra Electronics Ltd. is the only source with sufficient in-depth knowledge of the sonar that could fabricate the parts, conduct repairs and deliver on schedule. As the OEM, Ultra Electronics Ltd. is the only source with sufficient in-depth knowledge of the SEAVIEW sonar design and configuration that could provide the required items as well as accomplish repairs. In summary, there are no other possible sources that can satisfy this requirement. The contract period of performance will be for 12 months after award. The NAICS code is 334511. The Small Business size standard is 750 employees. Delivery will be to the Naval Support Activity Panama City (NSA PC), Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001.
