- Description
- The U.S. Department of Labor intends to award a sole source contract to the Home Builders Institute (HBI), 1201-15th Street, NW Washington, DC 20005. The statutory authority permitting acquisition of this requirement by other than full and open competition is 41 U.S.C253(c) (1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is to provide Basic Career Technical Training and Placement Services in Brick Masonry, Carpentry, Electrical, Facilities Maintenance, Landscaping and Plumbing for the Job Corps Program. Job Corps is a national training program that provides comprehensive academic, residential and career technical training services to more than 60,000 disadvantaged youth each year at 125 Job Corps Centers nationwide. The requirement is as follows: 1. The operation of construction-related training programs covering: Brick Masonry, Carpentry, Electrical, Facilities Maintenance, Landscaping, Painting, Plumbing and HVAC at a minimum of 72 sites nationally, in accordance with policy and requirements stipulated by the National Office of Job Corps, U.S. Department of Labor. The training program will cover the following key technical areas: • Safety • Tools • Trade math • Measurement • Blueprint identification • Temporary work form • Anchors and fasteners • Brick Masonry basics • Carpentry basics • Plumbing basics • Electrical basics • Painting basics • Landscaping basics • Heating, Ventilation, and Air-Conditioning (HVAC) basics • Specialty training in Facilities Maintenance Fundamentals • Specialty training in Carpentry Fundamentals • Specialty training in Plumbing Fundamentals • Specialty training in Electrical Fundamentals • Specialty training in Painting Fundamentals • Specialty training Brick Masonry Fundamentals • Specialty training in HVAC Fundamentals • Specialty training in Solar Thermal Systems Installation and Maintenance • Specialty training in Solar Photovoltaic (PV) Systems Installation • Specialty training in Weatherization Installation and Maintenance 2. Career-Technical Training (CTT) at specified Job Corps Centers using Training Achievement Records (TARs) and supporting curricular materials developed by the chosen training provider and approved by the National Office of Job Corps. 3. The placement of graduates into registered apprenticeship programs or entry-level jobs with career-advancement potential in the construction industry 4. Active and graduating students shall be provided with career-transition services that lead to quality job placements. The career-transition services include, but are not limited to, assisting students with job interviews, housing, childcare, and transportation to work sites. There are no set aside restrictions for this requirement. The procurement will be classified under the North American Industry Classification System (NAICS) 611513. This is a Notice of Intent and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Parties interested in responding to this notice are invited to submit a capability statement including costs by 2:00 pm EST, August 3, 2012. Interested parties may submit capability statement that provides sufficient details for consideration by the Government, via email to garnett.eileen@dol.gov. The determination not to compete the contract based upon the responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
