Description
The 746 Test Squadron (746 TS) Holloman AFB, NM is contemplating a sole-source firm-fixed-price contract to TMC Corporation, 4325 Del Rey Blvd, Las Cruces, NM 88012-8347. The purpose of this effort is to fabricate, integrate and deliver Non-GPS-Based Positioning System's (NGBPS) solar, generator and firm powered systems for us on White Sands Missile Range. These systems will enclose LocataLites, Part Number: ASY:01007-1 and Locata RX4, Part Number ASY:01008-1 firmware, software, and signals. The Locata units have been purchased under a previous contract and will be furnished by the Government. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The anticipated award date is September 2012. The North American Industry Classification Systems (NAICS) Code for this effort is 334220; size standard in number of employees is 750. The principle objective of this contract effort is to fabricate enclosures which integrate Locata part numbers ASY:01007-1 and ASY:01008-1. Each station is comprised of an environmentally secure, ruggedized enclosure that is temperature enclosed, maintenance friendly, and has the following characteristics/components: Locata transceivers, amplifiers, meteorological collection devices, power converters/sources, and other equipment required to amplify the signal and communicate with Locata rovers and transceivers. Enclosures will be durable enough to support both transmit and receive antennas, masts and their structures, able to connect to prime, solar or generator power (12 to 24 VDC), provide protection for the weather elements, but maintain an internal environment between 5% to 100% humidity and temperatures between 0 and 130 degrees F. Each sight must be able to remotely power on/off, and transmit system health and test data back to the master station and synchronize all network ground transceiver transmitters. Each element must be integrated and will operate as a system. Multiple systems will operate together as a network. TMC Corporation possesses the unique skills, expertise, and has extensive experience to perform the required fabrication of enclosures for integration and installation of the Government owned components and power and placement requirements for the requested enclosures. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting point of contract identified below. Interested persons may identify their interest and capabilities to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all submitted documents received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract bases on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
