- This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Hubzone, 8(a), Small Business, Small Disadvantaged Business, Veteran Owned Small Business or Service Disabled Veteran Owned Small Business) relative to NAICS 238210 (Size Standard $14 million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. Responses to this sources sought synopsis are not considered responses to any potential solicitation announcement. The Department of Veterans Affairs VHA Network 15 Contracting Office is seeking information concerning possible sources to inspect, clean, service, and test high voltage electrical equipment and the main switchgear for the Popular Bluff VA Medical Center located at 1500 North Westwood Blvd. Poplar Bluff, MO 63901. The VA intends to award a contract to a qualified electrical contractor to provide these services. Due to high electrical load requirements during the summer months the estimated period of time the services will be required is estimated to be the September thru November 2012 time frame. A Request for Quotes will be posted on FebBizOpps after the VA concludes its market research to the availability of possible sources. The Statement of Work below provides a summary of services required. All interested firms shall provide the following information: company name, address, point of contact, phone number, email address, capability statement, business size and socio-economic classification. Telephone responses will not be accepted. Responses must be received in writing no later than 12:00 p.m. CST July 27, 2012. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Description / Specifications /Statement of Work for electrical testing required every three years Professional Testing and Maintenance of Electrical Systems and Equipment at the VA Medical Center in Poplar Bluff, MO 1.GENERAL REQUIREMENTS: Work under this contract shall be performed under supervision of a Registered Professional Engineer. The Registered Professional Engineer shall be on site initially to discuss with the Engineering Office the procedures used to test, survey, report and service the equipment required to be serviced under this contract. The Registered Professional Engineer shall supervise the services personally, review the final report and discuss with the Engineering Officer the results of the services, any recommendations, future actions and professional options, which are contained in the report. The Field service work shall be performed directly by Field Service Engineers who have successfully demonstrated their knowledge and experience in the Field of Electrical Power Distribution Systems Testing. The Field Service Engineer shall be capable of the flowing: (1) testing, assessing, evaluating, servicing and reconditioning components, (2) assuring that the equipment on which work has been performed in safe, reliable and acceptable for its intended purpose, and (3) identifying defective equipment and potential safety problems, environmental hazards or code violations. The Supervising Service Engineer must be accredited as a Certified Electrical Test Technologist by the NICET (National Institute for Certification of Engineering Technologists) or the NETA (National Electrical Testing Association) or similar certification and have a minimum of five (5) years of experience on similar major testing projects. All other testing technicians assigned to the project must be certified by NICET, NETA, or must have an equivalent qualified certification. All Licensed electricians and technicians must have experience in high voltage testing and maintenance of electrical gear. Test assistants and apprentices assigned to the project, as assistants to certified technicians, shall not exceed a ratio of one non-certified assistant or apprentice to two certified technicians. The names and certification numbers of the Registered Professional Engineer supervising the work and signing the test reports and the Supervising Field Service Engineer must be provided by the Contractor and verified by the Contracting Officer before contract award. After contract award, similar data for all certified technicians who will be assigned to work on the project must also be submitted and approved before starting work on the contract. All work performed shall be fully documented by the Contractor. Testing shall be performed in compliance with manufacturers' recommendations and applicable NEMA, NETA, ANSI, ASTEM, ASA, and VA Standards as specified for each section in specifications. Prior to commencing work, General Contractor shall provide proof that an OSHA certified "competent person" (29 CFR 1926.20(b) (2) will maintain a presence at the work site whenever the general or subcontractors are present. Contractor shall abide by OSHA regulations with respect to Lock-Out and Tag-Out of any potential energy source. All outages shall be scheduled and approved in writing at least two weeks in advance. Outages will be scheduled only at night and on weekends. Submit time line (bar chart) to complete items outlined in the Statement of Work (SOW) below that and staffing assigned to each task. Visits to the site by Bidders may be made only be appointment with the Medical Center's Engineering Service Line Manager, or his designee. DESCRIPTION/SPECIFICATIONS/WORK STATEMENT: 1. Introduction: A. This Statement of Work (SOW) describes the requirements for the maintenance, inspection, testing, and/or calibration of the Electrical Power Distribution System and all its components. These work items are referenced as "Maintenance and Testing" in this document, hereafter. B. This SOW describes the requirements for the Qualified Electrical Contract Professionals - known as "Contractors" in this document, hereafter, Contractors who are contracted by VHA Medical Center to perform maintenance and testing of the Electrical Power Distribution System and all of its components shall meet all requirements stated in Section 2 of the SOW. C. This SOW describes the requirements to establish maintenance and testing reports. 2. Qualifications of Contractors: A. Contractors shall be certified by the National Electrical Testing Association (NETA) as NETA Certified Technician, and completed the Occupational Safety and Health Administration (OSHA) approved 10 hour construction safety training. B. Contractors shall have technical trainings, and track records of working experience in maintenance, inspection, and testing of the Electrical Power Distribution and its components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years. C. Contractors shall have safety trainings - either on-the-job or class-room type - in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S - Electrical, and the NFPA 70E - Standard for Electrical Safety in the Workplace. Training certifications shall be submitted to the VA Contracting Officer prior to work. If no training certifications are available, the contractor employer shall certify that he/she has met this requirement in writing and submit it to the VA Contracting Officer Technical Representative (COTR) prior to work. D. Contractors shall have ready access to the latest versions of the following references: 1) NFPA 70, National Electrical Code 2) NFPA 70B, Recommended Practice for Electrical Equipment Maintenance 3) NFPA 70E, Standard for Electrical Safety for the Workplace 4) NFPA 110, Standard for Emergency and Standby Power System 5) OSHA Standard 29 CFR 1910, Subparts I and S. 6) National Electrical Testing Association, Inc. (NETA) - Maintenance and Testing Specifications 7) Operating/Maintenance manuals, and specifications of the electrical equipment to be maintained and tested. These documents may be obtained from the VA Medical Center, or the equipment manufacturers. E. Contractors shall be equipped with all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. 3. Summary of Work: Work items, definitions, and references shall comply with the latest edition of the NETA - Maintenance Testing Specifications. Below is a list of electrical equipment that shall be maintained, and tested: A. Switchgear and Switchboard Assemblies B. Transformers, Dry Type, Air Cooled, Low-voltage, Small C. Transformers, Dry Type, Air-Cooled, Low-voltage, Large D. Transformers, Liquid-Filled E. Metal-Enclosed Busways F. Switches, Air, Low-Voltage G. Switches, Air, Medium-Voltage, Metal-Enclosed H. Switches, Oil, Medium-Voltage I. Switches, Vacuum, Medium-Voltage J. Switches, SFr., Medium-Voltage K. Circuit Breakers, Air, Insulated-Case/Molded Case L. Circuit Breakers, Air, Low-Voltage Power M. Circuit Breakers, Air, Medium-Voltage N. Circuit Breakers, Oil, Medium and High-Voltage O. Circuit Breakers, Vacuum, Medium-Voltage P. Circuit Breakers, SF6 Q. Protective Relays, Mechanical, and Solid State R. Protective Relays, Microprocessor Based S. Grounding Systems T. Ground-fault Protection Systems U. Motor Control, Motor Starters, Low-Voltage V. Motor Control, Motor Starter, Medium-Voltage W. Emergency Systems, Engine Generators X. Emergency Systems, Automatic Transfer Switches Y. Infra-Red Scanning: This work item must be done while the Electrical Power Distribution System is energized. Appropriate safety precautions must be taken before, during and after scanning the system. 1) Use an infra-red scanning camera to detect hot spots in the Electrical Power Distribution System. Objective of this work is to detect any loose, broken, or corroded connections in the system. Problem connections shall be replaced with new connectors and/or tightened with torque wrench to meet the equipment manufacturer's specifications. 4. Summary of Work: A. Provide complete written report of the work. Information shown in the report shall be as follows: 1) Company's Name, Address, Telephone and Fax numbers. 2) Name and signature of contractors who perform the maintenance and testing. 3) VA Work Contract Number, name and number of VA Contracting Officer 4) Date and Time of work. 5) Copies of contractors' valid licenses, professional and training certificates. 6) Descriptions and model number of specialized tools and equipment used, such as torque wrench or infra-red scanning camera. 7) Location, Type, Name and nameplate information of electrical equipment to be maintained and tested. 8) Descriptions of work items. 9) Test data. 10) Reference materials such as equipment manufacturer's specifications, coordination study, etc. 11) Remarks on conditions of electrical equipment. List all deficiencies, if any. 12) Recommended corrective actions, if any. B. Submit four (4) hard copies of the complete written report to VA COTR within seven (7) calendar days of visit. C. Submit four (4) hard copies of the complete written report and one (1) CD-Rom of the electronic version of the report in Microsoft Word format to the VA COTR within seven (7) calendar days of visit. All reference materials shall be included in the electronic version of the report, either through scanning or other means of electronic text import methods. D. Contractors shall report deficiencies that are deemed critical or catastrophic immediately to the VA COTR for immediate actions. E. Workmen are subject to normal hospital rules: 5. Work hours: The following terms have the following meanings and are applicable to this contract: Any Testing requiring the interruption of Electrical Service will be scheduled at least two weeks in advance & will be performed after normal working hours and/or Weekend. A.Normal Work hours: 7:00 a.m. through 4:30p.m, Monday through Friday. B.National Holidays: The ten holidays observed by the Federal Government are: New Year's Day Martin Luther King's Birthday President's Day Memorial Day Independence Day Labor Day Columbus Day Veterans' Day Thanksgiving Day Christmas Day Any national holiday declared by the President of the United States.
