Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number is W912HQ-12-T-0005 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-59. This solicitation is unrestricted. The closing date of this synopsis/solicitation is 30 July 2012 at 12:00 P.M. EDT. Contract Line Item 0001 - Military and Civilian Fitness Memberships STATEMENT OF WORK 1.1 Background a. AR 600-63, paragraph 5-2(e)(1) authorizes "Commanders to use appropriated fund contracts for organizational memberships in local commercial or municipal fitness facilities only as prescribed in AR 215-1, paragraph 8-10." The citation to paragraph 8-10 is incorrect, as that section applies to "Automotive Skills." The applicable section of AR 215-1 is actually paragraph 8-20 "Gyms/physical fitness centers/field houses." b. Paragraph 8-20 places two constraints on contracting for organizational memberships in local commercial or municipal fitness facilities. Prior to obligating appropriated funds for this purpose, the commander must determine that military facilities are not available or adequate. To this end, the command must conduct an assessment to confirm that: (1) Commuting distance to the nearest military installation would cause an unreasonable hardship on affected personnel, and (2) There are no free opportunities in the civilian community where assigned. 1.2 Objective The objective of this requirement is to provide 235 physical fitness facility gym memberships for military and civilian personnel located at the GAO building. 1.3 Scope The facility shall include, at minimum: -Shower facilities -On-site certified fitness trainers available at all times -Tracking & reporting system (for tracking usage of USACE personnel) -Variety of weight training and cardiovascular equipment (Treadmill with LCD, Stairmasters, Elliptical machines, free/stationary weight training equipment...) -Lockers -On site variety of classes and personal training offered (i.e., Pilates, cycling, kick boxing, yoga, aerobics, etc...) -Fitness assessments and consultations -Wellness/healthy lifestyle programs 1.4 Schedule Requirements Hours of operation shall be no less than 0600-1900 Monday through Friday, with the exception of Government holidays. 1.5 Proximity to GAO Building The Contractor's facility must be within half of one mile (1/2 mile) of the GAO Building, located at 441 G Street NW, Washington, DC 20001 The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, both price and proximity to the GAO building considered. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding purchase order without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
