Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-49. The U.S. Special Operations Command (USSOCOM) has a requirement to procure four (4) T/R Pylon Training Trailers P/N SOA100411A-PTT. Items proposed must meet all size, fit, and performance standards of the referenced part number. Basic Requirement: Trailer 78" wide by 144" long tandem axle trailer; Tires 205/75/15 size; Locking wheels for towing; Axles 2 at 3,500 pounds each; Tow bar; Hitch adjustable pintle ring; 4 Leveling Jacks (one each corner) with locking devices to keep in place and stability. Front Counterweight to provide trailer from rising in the front due to rear weight. Welded steel construction painted black with treated wood floor. Pylon Support Stand: Custom fabrication support to attach pylon mount plate and underside of pylon. Trailer needs to support at least one (1) soldier weighing in at 250-275 pounds with gear and along the entire GFE Mount (Pylon, Tail Rotor Gearbox, Tail Rotor Paddles, Stabilator and Mounting Hardware). All welded steel fabrication painted black and support will be securely bolted to trailer. All parts shall be delivered to Ft. Campbell, KY. Delivery of items is to be no later than sixty (60) days after contract award; however, an earlier delivery date is desired. FOB and Acceptance/Inspection is at origin by a Government quality assurance representative (QAR), unless otherwise stated. The Government intends to issue a Firm Fixed Price contract. The following provisions and clauses are applicable to this procurement: FAR 52.211-15, Defense Priority and Allocation Requirements; 52.212-1, Instructions to Offerors--Commercial; 52.212-3, Offeror Representations and Certifications--Commercial Items (Offerors are instructed to complete this section and return with their price list, unless it is available on-line as implemented under ORCA (On-line Representations and Certifications Application)); 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (specifically, but not limited to 52.204-10, 52.209-6, 52.209-10, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.223-18, 52.225-3, 52.225-13, 52.232-30) ; 252.211.7003, Item Identification and Valuation; 252.212-7000, Offeror Representations and Certifications--Commercial Items; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Order Applicable to Defense Acquisitions of Commercial Items (specifically, but not limited to 252.203-7000, 252.225.7001, 252.225-7016, 252.225-7036, 252.247-7023, and 252-247-7024). All interested parties must be registered in the Central Contractor Registration (CCR) Database in order to receive a contract award. The Defense Priorities and Allocations System (DPAS) assigned rating is DOA1. Quotes are due 24 July 2012, by 2:00 PM Eastern Standard Time.
