- AM-0001 Section 00900, Appendix E Boring Logs AM-0001 Specs AM-0001 Drawings 2 of 2 AM-0001 Drawings 1 of 2 AM-0001 Description: FY11 MCA PN56024 Flood Mitigation Structures, Ft Shafter Flats, Ft Shafter, Hawaii In accordance with Federal Acquisition Regulations (FAR) 5.203, the U.S. Army Corps of Engineers, Honolulu District issues the below pre-synopsis of work. This announcement is not a solicitation and represents upcoming construction work. This project will be an unrestricted design-bid-build solicitation utilizing Contracting by Negotiation procedures prescribed at FAR Part 15. The NAICS Code for this project is 237310: Highway, Street, Bridge Construction. The Small Business size standard for this NAICS code is $33.5 Million average annual revenue. Magnitude of construction is between $10 Million and $25 Million. This project includes construction of flood mitigation structures at Fort Shafter Flats. Project will provide a flood control levee along the east bank of Kahauiki Stream. The project will also include bridge modification, underground storm drainage line relocations, new storm drainage detention, drainage pump station, generator building and building information systems. Supporting facilities include utilities and roadway relocations, fencing, site improvements, paving, curbs and gutters, walks and landscaping. Work shall also include flood mitigation measures that will protect the properties in and around Bldg 1507 up to a 10 year storm event, relocation of utilities, construct storm drain systems as necessary to minimize the flood impacts to existing structure and or facilities. This solicitation was previously issued under Invitation for Bids No. W9128A-12-B-0003 but was cancelled May 29, 2012. This synopsis is for a firm-fixed price construction requirement. A pre-proposal conference and site visit will be held approximately 3 weeks after the issuance of the solicitation. Additional information will be included in the solicitation. Selection will be based upon the Lowest Price Technically Acceptable Source Selection Process and evaluation factors will include (1) non-price (a) past performance (b) experience; and (2) price. Traditional hard copies of plans and specifications will NOT be available for this project. Solicitation plans and specifications will be made available for viewing and/or downloading on the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov on or after June 25, 2012. It is the offeror's responsibility to check for any posted changes to the solicitation. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary. Offerors must have and/or maintain an active registration with the Central Contractor Registration (CCR) website to be eligible for a Government contract award.
