Description
This is the official solicitation synopsis for the Joint Base Langley Eustis Base Wide Paint IDIQ. This will be a single award, firm-fixed price, indefinite delivery, indefinite quantity (IDIQ) contract, which includes all materials, labor, tools, equipment, transportation, supervision, management and other services (including engineering/technical design support) necessary for maintaining base painted areas. The work may include, but is not limited to, the following: Furnish all material, labor, equipment and services necessary for and incidental to the repair of exterior materials, finishes and trim. The work includes the preparation and accomplishment of repairs to the following: existing brick veneers and mortar joints; wood and metal trim stucco finishes; metal and wood siding; damaged wood; waterproofing; lead-based paint abatement; metal fascia; gutters and downspouts; glazing of windows, doors, and chimney caps, crowns and associated work. Paint or "Paints" includes all primers, enamels, emulsions, stains, varnishes, lacquers, sealers, fillers and all kinds of coatings whether used as a primer or intermediate and or finish coat. All work shall be accomplished in accordance with contract documents and most recent federal and state regulations. Langley Air Force Base (LAFB), Fort Eustis, and some government owned facilities in the Bethel Manor Family Housing Area will be covered under this contract vehicle. The North American Industry Classification System (NAICS) code 238320 Painting and Wall Covering Contractors will apply to this acquisition. The size standard for this NAICS code is $14,000,000.00. The specific description of work will be identified in each individual task order. Performance and payment bonds will be required per individual delivery order in accordance with Federal Acquisition Regulation Part 28. Scope includes work at Joint Base Langley AFB/Ft Eustis AR (JBLE) Hampton/Newport News, and any Federal installation in the Hampton Roads area of Virginia. The magnitude of the contract will be between $1,000,000 to $5,000,000 dollars. The magnitude of the individual task order will be from $2,000 to $3,000,000. Period of Performance and Magnitude: The maximum programmed amount (total combined price of all task orders issued to Awardee) is $5,000,000. The period of performance is for a twelve (12) month base period and four twelve (12) month option periods. Individual task orders are estimated to be between $2,000 and $3,000,000 and will vary in size and complexity. All work shall be in strict compliance with the specification of the contract and the specifications for each individual task order. This is being solicited as a SBA Certified 8(a) set aside. The successful offeror will be selected using Sealed Bidding Procedures in accordance with Federal Acquisition Regulation (FAR) Part 14. It is anticipated the solicitation will be issued electronically on or about 2 Aug 2012, on the Federal Business Opportunities (FBO) web page under the solicitation number FA4800-12-B-0004. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. It is anticipated that the following viewers will be needed to view the solicitation and all attachments: Microsoft Word (.doc), Microsoft Excel (.xlsx), Adobe Acrobat Reader (.pdf) and WinZip (.zip or.exe). The government intends to hold a site visit for the initial project on or about 14 Aug 2012. The exact date and time will be identified in the solicitation. Anyone interested in attending the site visit must email your full name, and date of birth to Brenton.McCoy@langley.af.mil in order to be placed on the Entry Authorization list not later than 1000 hours of the day before the site visit. NOTE: All prospective contractors must be registered in the Central Contractor Registration (CCR) database in order to be eligible for award. Registration requires applicants to have a DUNS number form Dun and Bradstreet. Registration may take up to three week to process. Recommend registering immediately in order to be eligible for award. Effective 01 January 2005 the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process. All prospective contractors submitting an offer in response to the subject solicitation must go to http://www.bpn.gov/ to add or update ORCA records.
