Description
Solicitation Number: FA7000-12-R-0024 Notice Type: Presolicitation Synopsis: Construction Project No. XQPZ 10-0105D/10-0105E, entitled 'Cadet Gymnasium Renovation- Phases 4 and 5' at the United Stated Air Force Academy (USAFA) in Colorado. The solicitation will be issued as a Request For Proposal (RFP) construction project, which is 100% SET ASIDE FOR SMALL BUSINESS firms. All offerors must be registered with the Central Contractor Registration (https://www.bpn.gov/ccr). The NAICS Code 236220, along with size standard $33.5 million applies. Contractor shall furnish all labor, materials, tools and equipment required to perform work for this project at the USAFA Cadet Gymnasium in Colorado. Project will consist of demolition in the west and east end of the North Addition, Levels A and B down to the structural elements, and re-building with a new space configuration. Phase 4 will consist of new spaces configuration to include lockers, showers, restrooms, and team rooms to serve the women's soccer, men's soccer, and men's lacrosse programs, as well as providing visitor locker rooms, judo studio, combative studios, spin cycling, and an aerobic dance studio. Public restrooms for men and women, rebuilt access ramps, a display case, and storage rooms are also included. Phase 5 will consist of new spaces and programs accommodated in reconfiguration include reconditioning, wrestling, and combative studios. A new Indoor Firing Range will be provided, including an office, armory, vault, and lockers for men and women. Numerous storage rooms will be provided for equipment, plus rebuilt access ramps and a display case. The structural, mechanical, plumbing, and electrical systems will be provided new to serve the reconfigured spaces. The terrazzo/roof will be removed and reinstalled over new roof structural systems. Work is to be completed in accordance with the contract drawings and specifications. Any amendments issued to the solicitation will ONLY be available on the FedBizOpps website (www.fbo.gov). Offerors are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information is available free of charge on the www.fbo.gov website. Anticipated contract completion time is 397 calendar days after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS ARE MAINTAINED BY THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $15,000,000.00 and $25,000,000.00. All questions must be submitted in writing. No telephone calls will be returned. The solicitation will be issued on/about 2 August, 2012. A pre-proposal site visit is projected for 9 August, 2012 at 9:00AM MST; attendance is not mandatory, but is strongly encouraged. The time and place of the site visit may change due to mission requirements, and interested contractors will be notified. If the contractor does not possess a current Contractor Access Badge (CAB) to USAFA, contractors choosing to attend the site visit should notify the contracting officer and provide a listing of those attending with individual's name, date of birth, home address, driver's license number and issuing state, so passes can be made available to access the United States Air Force Academy no later than 6 August 2012, at 10 a.m. local time. Due to current base access restrictions, contractors who do not possess a USAFA CAB or fail to obtain a pass by the specified time will not be permitted to attend the site visit. The number of personnel for the site visit is limited to no more than four individuals per contractor. Group transportation will be provided by the Government for the site visit. The anticipated proposals due date is 3 September, 2012. This date is subject to change, and will be documented in the solicitation Electronic and faxed proposals will NOT be accepted. This project requires the successful contractor to secure payment and performance bonding. This project is currently unfunded. Award is subject to the availability of funds.
