- Description
- The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Sciences, intends to award a sole source contract to PerkinElmer Health Sciences, Inc, 710 Bridgeport Avenue, Shelton CT, 06484-4794 for the purchase of seven (7) PerkinElmer Sciclone Sample Preparation Systems (SSPS). The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1 - only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing with a size standard of 500. The period of performance for this procurement is four (4) months. The SSPS is an automated robotic system able to prepare serum, plasma and urine samples for analysis by mass spectrometry buy using positive pressure solid phase extraction in 96-well plates, vacuum-based solid phase extraction in 96-well plates, liquid-liquid extraction in 96-well plates, sample evaporation in 96-well plates, sample centrifugation in 96-well plates, combined sample incubation and sample shaking in 96-well plates, automated capping and decapping of cryovials, 2-dimensional reading of barcodes, ultrasonic sensing of liquid levels, and accurate and precise pipetting of liquids using both 96 tip arrays and an 8-channel array with each of the 8 tips independently controlled. PerkinElmer is the only responsible source capable of meeting all of the Government's requirements because their SSPS system is the only system that has the unique and demonstrated features of positive pressure solid phase extraction in 96-well plates, ultrasonic sensing of liquid levels in 96-well plates, dimensions that meet the limited laboratory space of 50 inches deep by 90 inches wide by 84 inches high, and the ability to have direct interfacing of the Turbovap 96 which allows simultaneous evaporation of samples in two 96-well plates and does not require venting in a hood. Additionally, the SSPS system is flexible for current and future applications with a sturdy, industrial-grade robotic arm with six independent axes of rotation, which is a requirement. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the PerkinElmer. However, all responsible sources that believe they can meet these requirements may submit a capabilities statement to provide the services to Vallerie Redd via email ONLY at gfj3@cdc.gov with the solicitation number 2012-N-14804 referenced in the subject line NO LATER THAN August 4, 2012. All request must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
