Description
This is a combined synopsis/solicitation for commercial items from Yosemite National Park for the temporary supply and setup of water tanks and equipment in two separate areas of the Park. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. The solicitation number is P12PS20671 and is issued as a Request for Quotes (RFQ). No further notice will be posted on Fedbizopps and hard copies will not be mailed. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-58. Award will be based on the low price and past performance showing technical capability. Please submit 3 references for similar work. Due to the urgency of this project, there will be no set aside. This project is a full and open competition, open to all vendors doing business under NAICS code 221310. Vendor must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov and in the On-line Representations & Certifications Application (ORCA) www.orca.bpn.gov to receive an award. Yosemite National Park has instituted water conservation methods within the Park due to a drop in the water level of the Merced River. It is anticipated that the water level in the river will continue to drop and water storage tanks and equipment will be neccessary at Tuolumne Meadows and Wawona to store water. Following are the requirements for both locations. WAWONA: The Wawona Water Treatment Facility is located in the Wawona district of Yosemite National Park. The water plant is a National Park Service (NPS) owned facility and permitted to produce domestic water by the California Department of Health. Current trends indicate a water shortage by August 1st. The demand, as compiled from hydraulic modeling, will exceed the allowable diversion at a river flow of 10%. The Park's plan mandates water collection system to be supplemented at scaled amounts as river flows drop. When the river flow falls below 1 cubic foot per second (cfs) water collection system will be supplemented. Water distribution system consists of four tanks storing 1,175,000 gallons of water. One half of this storage is for domestic use for the community of Wawona. The other half is required to be held for fire suppression. The water collection system located on the South Fork of the Merced River includes a submerged river intake screen and approximately two and a half miles of raw water transport line ranging in size from four inches to ten inches. The South Fork of the Merced River is the only source of water for the community of Wawona. There are no provisions to supplement river diversions to the water collection system other than water trucks transporting from Yosemite Valley or South Entrance for the community of Wawona. Wawona's average daily use is 135,000 gallons, it's expected that up to half of that (67,000 gallons) may have to be hauled under the worst case prediction. WAWONA REQUIREMENT: Contractor supplied temporary raw water storage system, to be filled by water hauling trucks from supplied water source located in Yosemite Valley or South Entrance. Water shall be pumped into the raw water line near the water treatment plant from contractor supplied and installed water storage tanks. A valve and flanged water intake will be provided for contractor. Tank(s) shall provide 100,000 gallons of storage, be enclosed and connected by manifold to allow for removal of tanks as demand for water decreases. Water tanker trucks will deliver and off load water to tank(s) by means of a separate contract. TUOLUMNE MEADOWS: Tuolumne Meadows Water Treatment Facility is located in the Tuolumne Meadows District of Yosemite National Park. The water plant is a Park owned facility and permitted to produce domestic water by the California Department of Health. Current trend anticipates water shortage by August 1st. Demand as compiled from hydraulic modeling may exceed supply by August 1st. The current Park plan mandates water collection system to be supplemented at scaled amounts as river flow lowers. When diversion requirements exceed 10% of total flow, water collection system will be supplemented. Existing water distribution system consists of one tank storing 100,000 gallons of water. This storage is for domestic use in Tuolumne Meadows. The water collection system located on the Dana Fork of the Tuolumne River includes a water impound and intake structure. The Tuolumne River is the only source of water with-in Tuolumne Meadows. There are no provisions to supplement mandatory reduced river diversion to the water collection system other than water trucks to transport from the main stem of the Tuolumne River at the Hwy 120 bridge. Tuolumne's average daily use is 60,000 gallons. It's expected that up to half of that (30,000 gallons) may have to be hauled under the worst case prediction. TUOLUMNE MEADOWS REQUIREMENT: Contractor supplied temporary water storage system to be filled by water hauling trucks from water source located in the main stem of the Tuolumne River. Water shall be gravity fed into raw water line near the water treatment plant from contractor supplied and installed water storage tanks. A valve and flanged water intake will be provided for contractor to connect to. Tank(s) shall provide 40,000 gallons of storage, be enclosed and connected by manifold to allow for removal of tanks as demand for water decreases. Water tanker trucks shall deliver and off load water to tanks by means of separate contract. Scope of Work: -Contractor shall consult California Department of Health and ensure compliance with applicable regulations. -Contractor shall supply and install all required labor, equipment, operators of equipment and maintenance of equipment to maintain consistent supply of water from contractor supplied temporary water tank(s). Drawings of tank locations shall be submitted for approval in advance of installation and delivery. -Contractor shall supply enclosed temporary water storage tanks to attain 100,000 gallons of storage in Wawona and 40,000 gallons of storage in Tuolumne Meadows. Water tanks shall be able to manifold in parallel and/or series to provide efficient flow of water. -Contractor shall set tanks at a site determined by the National Park Service (NPS). (See Map) -Distance from temporary tanks to connection at the water system is 50 feet at Wawona and 600 feet in Tuolumne. -Contractor shall supply pump of proper size to deliver water to an existing underground raw water line that runs approximately 1300 feet in 10 inch PVC pipe in Wawona. Water plant outflow located approximately 100 feet (hydraulic head) above temporary tanks. -Contractor shall supply pump of proper size to deliver water from the Tuolumne River to the transport trucks. -Contractor shall supply and install pump to operate 24/7 regardless of flow and no flow condition at each water treatment plant. If pump cannot be supplied to run in no flow condition, the following is required: -Contractor shall supply pump that can sense automatic valve closure at water plant and shutdown pump automatically. -Contractor shall supply and pump to start up on water plant valve opening when supplementation operations are in progress. -Contractor shall refuel and maintain pump as needed. -Contractor shall have available back-up pump(s) with-in two hour drive time if replacement is needed. -Contractor shall provide pump and spare back up pump for discharging tanker trucks into temporary storage tanks. -All equipment, tanks and pumps shall be approved for potable water use and meet the intent of NSF61 -Equipment that has previously been used for hazardous materials shall not be used. -All equipment, tanks and pumps shall be disinfected per AWWA standards prior to use. -Contractor shall provide a single point of contact throughout the rental period that is available 24/7 for reporting system failures and service call-outs.
