- This is a Sample Past Performance Document. This is a 'Draft' Statement of Work. This is a preliminary posting of an upcoming Request for Proposal (RFP) solicitation that will be issued by 460 Contracting Flight (CONF/LGCA) for a Mobile HAZMAT Tanker Live Fire Trainer for Buckley AFB, CO 80011. The Contractor shall provide all labor, materials, equipment, transportation, and supervision necessary to deliver a fire trainer to meet the requirements stated in the Statement of Work (SOW). The required product is commercial and FAR Part 15, Contracting by Negotiation, shall apply to this acquisition. The solicitation will be posted as a 100% small business set-aside and will require submission of Firm Fixed Pricing (FFP). A draft SOW is supplied at this time to give offerors additional time in preparing their proposal submission. It is not anticipated there will be changes to the SOW for the planned posting of the solicitation on or about 31 Jul 12 with a proposal due date of 21 Aug 12. The basis of award will be Lowest Price Technically Acceptable (LPTA) in accordance with FAR 15.101-2 (b) (1). In addition to the Price Schedule, award will be made on the basis of lowest evaluated price of proposals meeting or exceeding the acceptability standards for noncost factors. The noncost factors are: adherence to the Statement of Work whereby the Contractor will provide specifications and drawings of the trainer they are proposing and Past Performance that includes the contract number and point of contact for customers they have successfully provided fire training units within the past 3 years of the solicitation. The Contractor will provide a relativity statement for each Past Performance provided to show how the product supplied under that contract applies to this acquisition. The following is the proposed North American Industry Classification System (NAICS) 333999, All Other Miscellaneous General Purpose Machinery Manufacturing, and SIN 567-99 - Introduction of New Products and Services relating to Firefighting and Rescue Equipment. Please advise if a different NAICS and/or SIN qualifies.
