Description
THIS IS A SOURCES SOUGHT REQUEST Sources Sought/Request for Information: National Security Technologies (NSTec) is seeking sources for a SUBCONTRACTOR shall provide all technical and professional personnel necessary to provide periodic staff augmentation for radiological control processes on the National Security Technology (NSTec) (CONTRACTOR) sites primarily at the Nevada National Security Site (NNSS) and Tonopah Test Range (TTR) located in Nye County, Nevada, North Las Vegas facility, North Las Vegas, Nevada, Remote Sensing Laboratory, Nellis AFB, Las Vegas, Nevada, Los Alamos Operations, Los Alamos, New Mexico, Special Technologies Laboratory, Santa Barbara, California, and the Remote Sensing Laboratory, Andrews AFB, Maryland, or other CONTRACTOR locations. The SUBCONTRACTOR shall provide qualified personnel in the categories of: Jr. Radiological Control Technicians Radiological Control Technicians Senior Radiological Control Technicians Lead Radiological Control Technicians Health Physicists Senior Health Physicists Certified Health Physicists. Staff Augmentation work includes, but not limited to the following: •a) Routine radiological surveys of facilities, equipment, laboratory, work areas and in designated areas outside of facilities •b) Radiological surveys to release materials and equipment from the controlled areas to uncontrolled areas; •c) radiological surveys in support of work control and job coverage in support of various project elements to include but not be limited to, decontamination and decommissioning (D&D), maintenance and production operation, radioactive material movement/shipments, waste operations, and special operations •d) Development of radiation work permits, work packages, and other technical work documents and their field implementation and oversight •e) Evaluation of radiological conditions, process and operations regarding various types of facilities or operations, and develop complex radiologically sound work plans, survey plans, for various projects to include but not limited to D&D, waste operations, and drilling operations •f) Evaluation of new technologies within the field and develop or modify current practices and procedures for implementation at the NNSS •g) Evaluation and development of radiological controls necessary for work planning and implementation of current or new operations in support of the Contractor's mission •h) Evaluation and posting of radiological areas and radioactive material areas •i) Respond to radiological incidents, which may include, but not be limited to, contaminated personnel, contamination releases, unanticipated radiation exposure •j) Support to the ALARA program to prevent or minimize internal and external exposure to radioactive material •k) Assistance in the planning of radiological control work activities by attending planning meetings, workshops, etc •l) Radiological support during preparation, packaging, and shipment of radioactive materials •m) Preparation of radiological records in accordance with CONTRACTOR procedures •n) Standup/practical instruction support Estimated Annual usage: Labor # People # Days Shift # Hours Senior RCT 5 200 10 2000 Senior RCT Overtime 5 20 10 200 Senior HP 1 20 10 200 Interested parties must provide: Documentation that validates a minimum of 3 years experience in providing this type of support. The estimated value is yet to be determined Personnel provided for work on this SUBCONTRACT must be US citizens and provide proof of citizenship prior to start of work. SUBCONTRACTOR shall have in place safeguards to ensure that non-US citizens are not provided access to or knowledge of any portion of work. The SUBCONTRACTOR shall have the ability to obtain a Department of Energy (DOE) facility security clearance and have personnel capable of obtaining a Q type or L type security clearance. Q or L type security clearance is required for all SUBCONTRACT personnel having access to classified information or special nuclear material when performing such work. A corresponding level of security clearance from another federal agency may be applicable if approved by CONTRACTOR and the Department of Energy. The specific security clearance requirements will be identified at the time of order. Work location shall be identified at the time of request. The majority of the work will occur at the North Las Vegas Complex, North Las Vegas, NV or at the Nevada National Security Site, Mercury, NV but may include work to include but not limited to the following CONTRACTOR work locations: North Las Vegas (NLV) Complex 2621 Losee Road North Las Vegas, NV 89030 Nevada National Security Site (NNSS) Mercury, NV 89023 Remote Sensing Laboratory-Nellis (RSL-N) 4600 N.
