Description
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. The solicitation number is NHLBI-CSB-(DE)-2012-202-JML and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-58 (May 18, 2012). The North American Industry Classification System (NAICS) code applicable to this requirement is 541618 with a size standard of $14.0M. This solicitation is a total small business set aside. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13 and is estimated to be under the Simplified Acquisition Threshold ($150,000.00). The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR) intends to award a fixed price purchase order for professional services in accordance with the following information: Background Information As the only Institute of the NIH devoted to dental, oral, and craniofacial research, the National Institute of Dental and Craniofacial Research (NIDCR) has a distinguished record of supporting research to advance the oral health of the nation. Powerful new research tools and approaches are enhancing NIDCR's ability to further improve the oral health of the nation. Achieving NIDCR's vision of advancing the oral health and well-being for all requires having a comprehensive strategic planning process that identifies the most promising opportunities for investment and delineates the Institute's priorities. Furthermore, Congress and the Administration, including HHS leadership, place strong emphasis on strategic planning. During the past four years, overall decisions and NIDCR research priorities have been guided by a Strategic Plan that extends through fiscal year 2013. Having a comprehensive strategic plan that reflects the wisdom and advice of the oral, dental, and craniofacial research community as well as the broader network of stakeholders has been an invaluable asset to the Institute. NIDCR is now poised to begin a new strategic planning process that will culminate with a new Strategic Plan for FY 2014-2018. Purpose and Objectives The NIDCR, Office of the Director (OD), needs to obtain expert professional support in order to develop a new five-year Strategic Plan for fiscal years 2014-2018. Given NIDCR's unique role in oral health research, it must address scientific needs and opportunities in a manner that reflects emerging trends in biomedical research and that provide the greatest potential to advance research in the areas that fall within its mission. The NIDCR must engage in the process of developing a new comprehensive, relevant, and dynamic Strategic Plan for 2014-2018 through a focused, inclusive, and efficient planning process. By virtue of the multiple diseases and cross-cutting areas of science represented in NIDCR's research portfolio, it is essential that the strategic planning process actively engage and obtain input from a range of internal and external scientists, scientific organizations, and stakeholders that have a keen interest in the Institute's research, including basic and clinical researchers, professional organizations, patient advocates, and practitioners. Also important to the strategic planning process is a means to critically assess the Institute's current research portfolio, and to identify trends and new/emerging areas of scientific and technological inquiry that have the potential to advance oral health research. Increasingly oral health research is taking a holistic, systems-based perspective that requires participation of researchers from traditional and multiple "non-traditional" disciplines. As the interface between the traditional "oral research community" and investigators from new fields such as informatics, engineering, imaging, and genetics continues to expand, it is vital that the strategic planning process integrate the role that these new disciplines and stakeholders play in moving NIDCR's research agenda forward. NIH acknowledges that as researchers tackle ever more complex biomedical problems, strategic partnerships between NIH, private industry and nonprofit organizations will become more important. Therefore, it is crucial that the NIDCR's strategic planning process reach out and engage these "new" disciplines and stakeholders and incorporate their input in a thoughtful and practical way. In sum, the NIDCR needs to obtain expert assistance and advice to facilitate the strategic planning process and ensure an effective, productive, and transparent way to engage NIDCR leadership and staff, new and traditional researchers and stakeholders to produce a comprehensive and dynamic Strategic Plan for 2014-2018. The strategic planning process needs to be guided with the recognition of the unique role of the NIDCR in the context of the broader NIH research community and new areas of scientific opportunity. Contractor Requirements The contractor shall serve as an advisor and facilitator for the NIDCR strategic planning process, working in close cooperation with NIDCR leadership and staff, the National Advisory Dental and Craniofacial Research Council (NADCRC), and others, and shall perform the following tasks: •Carry out a background review of all NIDCR programs, initiatives, and related information such as overall portfolio, program and budget; •Develop recommendations and materials to document the overall process, design, timing, key components and emphasis; •Develop draft agendas for all strategic planning-related meetings and conferences; •Develop selected documents to support the process, including outlines, discussion papers, and process recommendations; •Attend and participate at regular meetings with staff where key planning issues or topics are addressed; •Assist in the development of key strategic questions for posting on the web; •Provide on-site facilitation/moderation of key meetings, retreats, conferences and/or work sessions, including meetings of the NADCRC, those planned for internal and external groups, and a strategic planning conference; •Assist in interpreting input from key constituencies and web input analysis in order to develop NIDCR priorities; •Assist in developing outlines for the strategic plan, as well as review of drafts prepared by the science writer; •Monitor and regularly report on the status of the overall project, and develop related recommendations for upcoming activities; and, •Provide advice and counsel to the NIDCR Director, Deputy Director and staff on all matters related to the development of the strategic plan. Government Responsibilities All activities performed by the contractor shall be reviewed and approved by NIDCR's Director, Deputy Director, and Director of the Office of Science Policy and Analysis. Together they will make professional decisions regarding recommended processes, planning, and direction. The contractor can work from home, except to attend meetings, retreats, or conferences as noted in the section above or to consult with NIDCR leadership and staff. Reporting Requirements and Deliverables The contractor shall provide a progress report on a monthly basis, to include the number of hours worked. Period of Performance The estimated period of performance is August 2012 - August 2014 (base year with one option year). Evaluation Criteria Quotes submitted will be evaluated in accordance with three factors. These factors in order of importance are technical, cost, and past performance. Although technical factors are of paramount consideration in the award of the contract, cost/price, and past performance are also important to the overall award of the contract decision. All evaluation factors other than cost or price, when combined are significantly more important than cost or price. In any case, the Government reserves the right to make an award to that offeror whose proposal provides the best overall value to the Government. The evaluation will be based on the demonstrated capabilities of the prospective offeror in relation to the needs of the project as detailed in the Statement of Work. The evaluation criteria are as follows: Demonstrated experience with strategic planning, in the context of the NIH, its research programs, and Institutes sufficiently to guide an efficient and inclusive process. - 50 points Demonstrated knowledge and experience working with diverse outside organizations, patient advocates, and stakeholders in the context of NIH organizations and programs. - 25 points Demonstrated experience with strategic planning in the context of NIDCR; knowledge of the Institute's programs, priorities, and the internal and external stakeholders. - 25 points Other Applicable Information The following FAR Clauses are applicable to this requirement: FAR clause 52.212-1, Instructions to Offerors - Commercial Items, is applicable to this requirement and is incorporated by reference. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Responses to this request for quotation are due on July 30, 2012 by 9:00 a.m. EST. The award will be made based on the overall best value to the Government. The Government intends to evaluate quotes and award a contract without discussions with the Offerors. Therefore, the initial quote should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary. The Government may reject any or all quotes, waive informalities and minor irregularities in quotes received. The Offeror's quote must include an itemized price lists of charges, complete description of services, complete address for invoice payment and purchase order delivery, prompt payment discount terms, the Dun & Bradstreet Number (DUNS), the taxpayer Identification Number (TIN) and certification of business size of the company. The offeror must also register in the Government's Contractor Registry System. Note: www.ccr.gov. The responses must reference "Solicitation number" NHLBI-CSB-(DE)-2012-202-JML. All responsible sources may submit a quote which if timely received shall be considered by the agency.
