Description
The Federal Aviation Administration (FAA) is issuing this market survey to initiate industry involvement, to determine availability, obtain price information, and determine the level of competition for a mass notification alerting service that will provide fast and effective emergency notifications to all registered employees during any emergency situation encountered at the Mike Monroney Aeronautical Center. The mass notification alerting service should provide two-way, on-demand emergency messaging to a designated group of recipients across a variety of platforms. From email to voicemail, mobile to BlackBerry smartphone; alerts are transmitted to the communication device of each recipient's choice. The system should be capable of delivering thousands of messages across a broad range of recipients within just minutes. The system should be an easy-to-use, member-activated interface that doesn't require new hardware or technical expertise to master. The system should allow for web based activation of notifications and provide 24 hour live assistance for emergency notification activations as well. Recipients can sign up for alerts via the communication device of their choice and update their personal profile as needed. Within the alerting console, administrators can track and document responses, initiate conference calls, and quickly reference all sent and received messages for auditing purposes. Responses to this market survey will be used to determine if there is adequate competition to set the requirement aside for Small Businesses, Service Disabled Veteran Owned Small Businesses, or the 8(a) program in lieu of opening the acquisition up for full and open competition. The NAICS Codes for this requirement is 517919 All Other Telecommunications and 518210 Data Processing, Hosting, and Related Services, with a small business size of $25.0 million. Interested vendors should respond with the following: (1) Capability Statement - This document should identify: Type of services provided by your firm, size and type of services provided by previous contracts (elaborate and provide detailed information and past performance), and number of years in business. (2) Complete and return the attached Business Declaration Form. The form is provided as a separate document under this announcement. The FAA reserves the right to review and verify each offeror's program eligibility. All submittals, including attachments, shall be submitted electronically to the following address: bill.white@faa.gov. Responses should be submitted in a Microsoft Word document (preferred); however, portable document format (i.e..pdf file) is acceptable. The FAA will not respond to telephonic inquiries. Vendors must respond by 2:00 p.m. (CST), Friday, August 2, 2012. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these products. Responders to this announcement may be asked to provide additional details/information based on their initial response. The final determination by the FAA not to open this requirement to competition, based on any information provided, is solely within the discretion of the FAA. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
